Building Code Official / Code Enforcement Officer, Malvern Borough

Serve a Community Where Your Work Makes a Difference Malvern Borough is seeking an experienced Building Code Official / Code Enforcement Officer to oversee the Borough’s building, permitting, zoning and property maintenance functions.

Malvern is a small, active community in the heart of Chester County. Our size allows staff to work closely across departments, build relationships with residents and businesses, and see the direct impact of their work.

This position offers an experienced code professional the opportunity to take a leadership role in ensuring safe construction, consistent code enforcement and responsive service to the community.

The Position

The Building Code Official / Code Enforcement Officer administers and enforces Borough codes and ordinances related to construction, zoning, property maintenance and public health and safety.

The position works directly with residents, contractors, businesses, developers, Borough staff, consultants and legal counsel. The BCO also coordinates third-party inspectors and provides professional guidance on building, zoning and code enforcement matters.

Key Responsibilities
  • Serve as the Borough’s Building Code Official and complete required compliance documentation under the Pennsylvania Uniform Construction Code (UCC).
  • Review and process building and related permit applications.
  • Coordinate and oversee required inspections and third-party inspectors.
  • Administer property maintenance and housing inspections, including nuisance property enforcement and annual rental and resale inspections.
  • Review inspection reports and enforcement actions for compliance with Borough ordinances and applicable codes.
  • Assist residents, businesses, contractors and developers with questions about permitting, construction, zoning and code requirements.
  • Coordinate with Borough staff, including Administration, Public Works, Planning and Zoning, the Fire Marshal, Borough Engineer and other professionals.
  • Work with the Borough Solicitor and other legal representatives when enforcement actions require legal review or litigation.
  • Provide clear, consistent information to the community about code requirements and compliance.
  • Recommend improvements to Borough procedures, regulations and enforcement practices as appropriate.
Qualifications
Required
  • Strong working knowledge of the Pennsylvania Uniform Construction Code (UCC), International Building Code (IBC) and International Property Maintenance Code (IPMC)
  • Ability to interpret and apply codes and ordinances fairly and consistently
  • Strong written and verbal communication skills
  • Ability to communicate effectively with residents, contractors, property owners, businesses and government officials
  • Ability to work independently while collaborating with a small municipal team
Preferred
  • Certified Zoning Officer through PZOA, AACE or a comparable organization
  • Property Maintenance and Housing Inspector certification
  • Previous municipal building, zoning or code enforcement experience
  • Experience working with municipal permitting and inspection systems

This position includes both office and field work. Regular site and property inspections are required. The employee must be able to perform administrative work for extended periods and occasionally lift materials or equipment weighing up to 25 pounds.

The position involves frequent interaction with residents, property owners, contractors, developers, legal representatives and government officials.
