This is a hybrid role that requires a combination of remote and in-office work.
This Finance Administrator Sr will report directly to the Chief Financial Officer and is responsible for overseeing the Budget Bureau for the Agency. The position directs all financial activity for the Agency through subordinate Division Finance Managers, Bureau Finance Managers, Financial Analysts, Budget Analysts, Purchasing Staff, and any other support staff within the Budget Bureau. This position can act as the Chief Financial Officer during absences and will have the responsibility for the planning, directing, and execution of the finances for the Agency which includes state funding and federal grants. This position will also be primary support for the CFO in all budget and financially related special projects, responding to any requests from the Joint Legislative Budget Committee (JLBC) or the Office of Strategic Planning and Budget (OSPB), Financial planning and oversight of any Public Health Emergency Funding, and requests for information from the Media or other sources outside of the Agency. In addition, will oversee Newborn Screening Billing through subordinate staff. The position provides management and oversight on all financial matters for the agency involving state and federal funding sources. This includes development of Program, Bureau, and Division budgets; forecasting revenues and expenditures; development of monthly budget reports; grant reporting and closeout activities; monitoring financial activities including revenues, expenditures, appropriations, budgets, obligations, and contractual activities; conducting monthly budget meetings with Assistant Directors and/or Bureau Chiefs; ensuring fiscal accountability; ensuring compliance with all applicable federal and state laws, regulations, rules, and policies; supporting and enhancing the Agency's Continuous Quality Improvement (CQI) initiatives; strategic planning; and leading/supervising subordinate staff. This position will work with both its direct and indirect reports to; educate, empower, and build succession plans mitigating risk to the agency while building skill sets that will provide opportunities for growth and advancement. This will ensure financial staff from all divisions are working closely to maximize coordination, cooperation, and communication to improve efficiency, effectiveness, and standardize work practices across the agency. Coordinating and integrating the activities of multiple professionals and subordinate staff whose programs and/or organizational units interlock extensively to meet established organizational objectives and program goals. This position will also be responsible for the development and submission of the Agency's annual budget to the JLBC and OSPB, supplemental budget requests, decision packages, evaluation of potential legislative changes, review budget bills, and special projects as assigned by the CFO. This position will also coordinate the development of any statutorily mandated financial reporting for the agency and ensure all reporting is completed.
Expert-level knowledge of government accounting principles, standards, and practices, ensuring full compliance with GAAP, Federal and State policy, and SAAM requirements.
Advanced knowledge of federal and state grant life cycles, from application and fiscal monitoring to audit-ready compliance.
Knowledge of business process design and redesign, with a focus on streamlining workflows and improving operational efficiency.
Demonstrated knowledge of state budget structures and cost allocation across a large agency.
Advanced knowledge of the State of Arizona System (AZ360) functionality including budget, revenue, expenses, and cost structures.
Ability to effectively synthesize and communicate complex state government financial data and reports to diverse, non-financial audiences to facilitate informed decision-making.
Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Strong customer service skills.
Demonstrated ability to oversee agency-wide financial operations, including budgetary planning, revenue forecasting, and cost-allocation strategies.

Bachelor’s Degree in Accounting, Finance, or related field required. Requires 6+ years in governmental budgeting of federal and state sources, accounting, internal controls, and complex financial systems, including experience managing multi-tiered staff. Master’s degree may substitute for up to 2 years of experience.
