Job description

Reporting to the Senior Vice President of Finance, the Budget Director plans, directs, and controls the development, presentation, and execution of the Philadelphia Housing Authority's ("PHA") budget; manages financial resource assignment and allocation, manages Budget Department operations, monitors and analyzes financial status, and prepares financial reports.

The salary range for this position is $102,189 - $127,737 annually. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.

Essential Functions

  • Oversees the development of the PHA’s budget, developing policies, procedures, and controls that will affect accurate and effective budgeting for each department
  • Directs Budget Department operations
  • Monitors budget expenditures and allocations to ensure compliance with all applicable standards and regulations
  • Analyzes financial status and prepares budgetary reports; works with auditors as needed
  • Assists with vendor selections for contract solicitations

Education and Experience

Bachelor’s Degree in Accounting, Finance, or a related field; AND six or more years experience in financial management, including government housing programs; OR an equivalent combination of education, training and experience. Master’s Degree in Finance or Business is preferred.

Required Knowledge of:

State and Federal statutes, codes and regulations governing public sector accounting functions; Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules and regulatory reporting requirements; Generally Accepted Accounting, Auditing, and Budgeting Principles for public sector financial administration; Federal and State public housing program regulations and reporting requirements, including Code of Federal Regulations (CFR), United States

Required Skill in:

Interpreting and applying state and Federal budgeting rules and regulations, Analyzing budgetary issues, and developing recommendations and strategies; Reviewing and analyzing budget records and reports; Assessing and prioritizing multiple tasks, projects and demands; and planning and coordinating the work of others; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with co-workers; Operating a personal computer utilizing standard and specialized software; Communicating effectively verbally and in writing.
