Job Description - Budget Compliance Specialist (25141649)

Position Title:

Budget Compliance Specialist - ( 25141649 )

The role of Budget Compliance Specialist is a critical one-of-a-kind position in state government. The incumbent ensures budget-related elements such as Budget Control Documents (BCD’s), appropriations, fiscal notes, and journals, comply with statutory provisions and are accurate, including posting the journals on the state’s accounting system.This work includes exclusive position oversight, management, and control correction authority for the organizational structure of the executive branch, using the state’s human resources software module.The incumbent manages all controlled position records to ensure authorization on the state’s HR system.The position also works with state’s IBARS budgeting system, primarily making adjustments related to positions.The position assists the OBPP with legislative processes such as drafting legislation related to Budget Amendment, updating the bill as required during the session, and performing reviews of legislative bills and fiscal notes.The incumbent will also conduct other special projects as they arise.

Education and Experience:

This position requires an associates degree and at least 5 years of relevant experience or a bachelor’s degree and at least two years of relevant experience.Alternative combinations of education and experience will be considered on a case-by-case basis

Preferred Experience:

  • Experience with the state’s human resources software – SABHRS HR
  • Experience with the state’s financial software – SABHRS Finance
  • Experience with the state’s budget software – IBARS
  • Experience with similar systems will be considered
  • Knowledge of the state’s budgeting cycle and processes
  • Proficiency with Microsoft Products, especially Excel and Outlook
  • The ability to prioritize and manage a dynamic workload with regular shifting priorities
  • A strong attention to detail and excellent organizational skills
  • The ability to research accounting and budget issues, identify the issue and develop a solution
  • Strong written and verbal communications skills
  • The ability to develop and present training materials
  • A basic understanding of accounting as it pertains to state budgeting
