King County Parks Division is excited to announce an opportunity for a Budget and Finance Lead(Business and Finance Officer III classification) to join our dynamic finance team.

About the Role:

As a Budget and Finance Lead, you’ll help drive financial and business analysis for the Parks Division, playing an essential part in ensuring our business operations align with the approved budget and the Parks Levy commitments. Reporting to the Budget and Finance Supervisor (BFO IV) within the Budget and Financial Planning Unit, this position leads complex budgeting, forecasting, and financial analysis efforts. The position will play a key role in developing the biennial operating and capital budgets, safeguarding the accuracy and integrity of financial data, supporting cross-functional accounting and budget processes, and conducting expenditure reviews with key stakeholders to inform strategic, data-driven decision making.

About the Team:

The Finance section manages the Parks and Recreation Division’s financial affairs and business operations, supporting its mission through high-quality financial services. The section is a vital internal support team of 24 employees organized into four work units:

  • Finance Administration
  • Accounting and Fiscal Administration
  • Budget and Financial Planning
  • Procurement and Strategic Sourcing

What You’ll Be Doing:

  • Collaborate with project/program managers, Parks finance staff, and interagency partners to develop operational budgets and capital budgets, evaluate new initiatives, and assess estimated costs required to fund programs and operations, assessing both current and projected financial performance.
  • Lead the preparation of reports and presentation materials for multiple audiences, ensuring accuracy in online dashboards, monthly, and quarterly financial reports.
  • Serve as a technical subject matter expert and workgroup lead, providing guidance, training, and support to a team of finance officers overseeing operating and capital budgets.
  • Provide expert technical and analytical support in budgeting and financial analysis, including monthly monitoring of expenditures and revenues, variance reporting, adjusting budget transactions, and managing division performance measures.
  • Support year-end financial close processes including asset capitalization.
  • Assist in multi-year financial forecasting for division expenditures and revenues.
  • Design and create financial queries, pivot tables, charts, and data visualizations using Excel, Power BI, Tableau, or similar tools to inform financial analysis and decision-making.

Qualifications You Bring:

  • Minimum three (3) years of experience as a budget, finance, policy, or management analyst with direct responsibility for budget development, analysis, and management.
  • Proven experience developing and monitoring complex budgets within a government or large organizational setting.
  • Proven ability to build respectful, productive relationships with internal teams and external partners, and to work effectively with diverse stakeholders
  • Experience with Oracle EBS (or similar ERP systems) and advanced skills in Microsoft Excel, PowerPoint, and financial reporting/data visualization tools such as SmartView, Power BI, or Tableau to report financial performance or trends.
  • Demonstrated ability to lead and support a team, emphasizing collaboration, employee engagement, workload management, professional development and clear communication.
  • Strong oral and written communication skills to effectively convey technical, programmatic, and financial information in a clear and understandable manner to a broad audience.
  • Working knowledge of governmental budgeting practices, capital improvement program budgeting, multi-year financial planning, and experience managing diverse funding sources (REET, property tax levies, state/federal grants, etc.).
  • Ability to process numbers quickly and accurately and spot inconsistencies, troubleshooting or escalating issues as appropriate.

It Would Be Great if You Also Bring:

  • Bachelor’s degree in public sector finance, public administration, accounting, or related field and five years of experience as a budget, finance, policy, and/or management analyst with direct responsibility for budget development, analysis, and management.
  • Advanced experience with enterprise financial systems, analytical and reporting tools, such as Oracle EBS, Oracle Business Intelligence, PBCS, Power BI or related software and/or tools.
  • Experience with large-scale capital projects, including project control principles and collaboration with project managers, procurement, and finance.
  • Experience performing professional business and finance officer work in the public sector.
  • Leadership experience in a public organization.
  • Knowledge of LEAN process improvement practices and other process improvement principles.

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role pre-dominantly work remotely from home, with onsite reporting requirements typically once or twice a month. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.
  • Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week, Monday through Friday, Standard hours are 8:00 am - 5:00 pm. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
