Reithorp Solutions is looking for Budget Formulation and Budget Execution Analysts to support ODNI in the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE). The candidates will support the development, formulation, execution, and monitoring of budgets tailored to meet both internal and external requirements.

The Budget Execution Analyst is tasked with developing, executing, and monitoring budgets. The candidate will play a crucial role in ensuring the optimal allocation of financial resources. This involves a multifaceted approach, including conducting detailed analysis of financial data to identify trends, monitor spending plans, and provide insights to assist in decision-making. The Budget Execution Analyst is charged with navigating complex financial landscapes to optimize both financial and resource utilization. This involves conducting thorough analyses, identifying areas for improvement, and implementing strategies that enhance fiscal efficiency and accountability. (Position Locations available: Bethesda)

• Provide expert insights to support and contribute to the analysis and reporting financial activities
• Assist in crafting comprehensive spend plans and monitor financial execution activities
• Record and track interagency agreements for facilitating Economy Act
• Document financial commitments, obligations, and expenses with precision and accuracy
• Ensure meticulous preparation and processing of transactions, verifying and certifying payments
• Generate detailed budget reports encompassing funding and activity summaries
• Assist in the development of budget submissions, ensuring alignment with strategic goals
• Adhere to PPBE deadlines
• Resolve outstanding financial obligations and undelivered orders proficiently
• Assist the Sponsor in drafting and refining ODNI acquisition policies and instructions
• Collaborate with the customer in the development and evaluation of fiscal program builds
• Devise effective methods to track spending, execution, commitments, obligations, and expenses
• Develop strategic program briefs to effectively communicate critical information
• Conduct assessments of the budget, ensuring balance across various functions and disciplines

The Budget Formulation Analyst will contribute to the formulation, support, and execution of the National Intelligence Program (NIP) Budget; analyze and combine financial data, enabling informed decision-making and resource allocation. They will serve as a subject matter expert, staying up to date on legislative and financial appropriation and authorization changes that may impact budgetary considerations for the Intelligence Community (IC).(Position Locations available: McLean and Bethesda)

• Provide expert guidance and produce reports related to budget and financial activities
• Support budget program execution, ensuring alignment with available resources
• Generate budget reports including funding and activity summary profiles
• Assist in developing, reviewing, and responding to budget exercise submissions
• Aid in developing fiscal guidance and implementation schedules for each budget phase
• Contribute to the development of budget analysis, data calls, and portfolio reviews
• Draft narratives and input for the Congressional Budget Justification Book (CBJB)
• Support the development and production of the CBJB National Intelligence Program
• Participate in full cycle of intelligence planning, programming, budgeting, and evaluation
• Track congressional legislation and its impacts on the NIP budget
• Develop and produce cost-benefit trade-offs and investment strategies for the NIP budget

Required Skills for both positions:

• TS/SCI Clearance with Polygraph
• Minimum of 12-15 years working in government budgeting; 3-5 years must be within the IC
• Substantial understanding of the IC’s financial landscape, resource allocation, budget forecasting, and Congressional appropriations and allocations
• Proven expertise of government budget execution or formulation activities and adept familiarity with the Intelligence Planning, Programming, Budget, and Execution Process
• Ability to communicate understanding from information that maybe incomplete, indirect, highly complex, seemingly unrelated and/or technically advanced
