Job summary

The U.S. Department of Veterans Affairs, Southeast Louisiana Health care System, seeks a Budget Analyst to apply budget analysis theory and procedures to VA programs and systems.

The role supports budget formulation, execution, and related processes within the facility’s fiscal operations. The incumbent provides guidance on interpreting budget estimates, preparing monthly operating plans, and conducting special analyses to inform budget decisions.

Responsibilities

• Advises program and line managers on interpretation of budget estimates and formulation of budget requests.
• Reviews facility budgetary and program requirements for conformance with agency policies and congressional intent.
• Provides guidance on modifying budget estimates during mid-year and fall reviews.
• Develops summary charts with background information to support budget decisions.
• Participates in fund distribution processes and controls at planning, apportionment, and allotment stages.
• Assists in preparing instructions for facility budget submissions and monthly operating plans.
• Reviews operating plans for policy alignment, workload, and financial data trends.
• Investigates deviations from fiscal operating plans and explains variances.
• Develops monthly analyses of program actuals and trends with explanations of deviations.
• Produces analyses with historical data of programs and prepares special studies requested by supervisors.
