Job Description

The Department of Innovation & Technology (DoIT) seeks a qualified Budget Analyst to manage budget preparation, analysis, allocations, and expenditure controls across divisions. Responsibilities include reviewing programs, managing cash and appropriations for the Technology Management Revolving Funds, and coordinating fiscal interfaces with other state agencies. The role involves establishing, reviewing, and implementing operational budget policies and procedures, and preparing legislative forms. Candidates should possess relevant knowledge, skills, and experience as outlined below.

Essential Functions
  • Manage budget processes and fiscal controls for DoIT divisions.
  • Oversee cash and appropriations for DoIT Funds.
  • Coordinate with the Budget Director and other agencies.
  • Develop and implement budget policies and procedures.
  • Prepare legislative and budget documentation.
Minimum Qualifications
  • Four-year college degree, preferably in fiscal management, accounting, or related fields.
  • Three years of progressive experience in budget, audit, insurance, or finance.
Specialized Skills
  • Experience allocating resources and managing budgets within agencies.
  • Experience with legislative budget processes and data gathering from multiple sources.
  • Proficiency in accounting software, Microsoft Office, and financial systems.
Conditions of Employment
  • Ability to verify identity and work legally in Illinois.
  • Pass background checks and disclose criminal history.
  • Travel and work outside normal hours as needed.
  • Use of agency equipment and lifting up to 20 pounds.
