Budget Analyst - Classification Code: 1159 - Salary Code: B26 - Salary Range: $76,530-$129,430
Performs highly advanced (senior-level) budget preparation and analysis work. Work involves overseeing the planning, organizing, coordinating, and evaluating of budgetary activities and performance measures. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Examples Of Work Performed:
May perform duties related to internal and external agency fiscal and contracting operations, including:
INTERNAL BUDGET ANALYSIS
Purpose: To provide information for management to make strategic and operational decisions within the organization.
Focus: Detailed insights into business indicators, financial performance, and performance indicators, which may include confidential information.
Examples:
- Cash flow analysis: Helps assess liquidity and ability to meet short-term obligations.
- Trend analysis: Examines past data to identify patterns in performance and make future projections.
- Cost Projection analysis: Determines the cost projection against revenue projections to cover operational needs.
- Expense detail analysis: Allows for a detailed look at where the company is spending money.
- Ratio analysis: Examines relationships between different financial statement items to assess revenue and budget execution for the most efficient use of resources.
EXTERNAL BUDGET ANALYSIS
Purpose: To provide budget information to external parties, such as business licensees, legislative budget board and to support statutory compliance reporting for the agency operating budget and trust fund programs. .
Focus: Providing transparent and accountable financial information to assess the business licensee's financial position, performance, and cash flows, generally excluding confidential details,
Examples:
- Balance Sheet: Shows assets, liabilities, and equity at a specific point in time.
- Income Statement: Summarizes revenues, expenses, and profits over a period.
- Trend Analysis: Reports cash generated and used in operating, investing, and financing activities, including wagering activities.
- Trust Fund Administration: Prepare external reports that adhere to relevant accounting standards, such as GAAP or IFRS, and are often subject to external audits.
Knowledge, Skills, And Abilities
- Knowledge of accounting, budgetary, and management principles, practices, and procedures; and legal restrictions governing allocation of funds.
- Skill in analyzing financial data, and in the use of a computer and applicable software.
- Ability to monitor and report on performance measurement, to analyze management problems and develop and present alternative solutions, to coordinate the gathering and analysis of data, to communicate effectively, and to supervise the work of others.
Minimum Education And Experience:
Experience in budget preparation and analysis, in financial management, in fiscal policymaking, and in performance measurement reporting work. Graduation from an accredited four-year college or university with major coursework in accounting, finance, business administration, public administration, or a related field is generally preferred. Education and experience may be substituted for one another.
