Job description

Division/Program Summary

The Division of Finance has central responsibility for policy analysis, program development, performance tracking, financial management, resource maximization, and technical assistance. It ensures programs and operations have the necessary information, analysis, funding, and technical capacity to deliver services effectively and meet DOHMH's objectives.

Position Summary

The Bookkeeper will report to the Director and be responsible for monitoring, tracking, and financial management.

Responsibilities
  1. Monitor the fiscal operations of city, federal, state, and private grant-funded programs for compliance and efficiency.
  2. Collect, evaluate, and analyze economic data; prepare reports.
  3. Research implications of proposed policies, including impacts on budgets.
  4. Update budgeting systems and monitor grant and city tax levy spending.
  5. Review encumbrances and expenditures; assist with budget modifications and grants closeouts.
  6. Research funding sources for ongoing and new initiatives.
  7. Make recommendations for corrections and improvements.
  8. Prepare fiscal summaries and analyses.
  9. Advise on additional funding needs.
  10. Assist in developing and implementing policies and procedures.

Minimum Qualifications
  1. 30 semester credits from an accredited college, including 6 in accounting; or
  2. High school diploma and two years of satisfactory bookkeeping experience; or
  3. Combination of education and experience meeting the above criteria.

For assignment level III, at least one year of bookkeeping experience or four years of full-time bookkeeping is required.
