The County of Marin seeks a Budget Analyst and an Administrative Analyst III to support fiscal management and budget analysis for various departments. Ideal candidates will possess significant experience in local government and offer strong analytical and communication skills to navigate complex financial challenges. These roles include hybrid work options and opportunities for professional growth within the county government.
Reporting to the Budget Director and occasionally other members of the Office of the County Executive leadership team, a Budget Analyst is tasked with supporting the departments oversight of assigned departments and conducts a variety of budget, management, administrative and policy analysis. Using financial system data and other technical tools, analysts evaluate and provide recommendations to the Budget Director and other members of County leadership on a variety of topics related to fiscal and operational management, including baseline budget appropriations, one-time service enhancement requests, strategic priorities and position control and policy recommendations to the Board of Supervisors. Incumbents will review department’s published content, including Board of Supervisors meeting documents, annual strategic Workplans, and provide fiscal and policy recommendations consistent with the Board of Supervisors priorities and leadership priorities from the County Executive. As a member of the Budget Team, Analysts support the County Executive in the development of the annual budget document and carry out other assignments required to manage the County’s $865+ million budget on a year-round basis. Once hired, analysts will work with the Budget Director and identify an appropriate assortment of departments, which can be within any of the County’s five service areas (Public Safety, Health and Human Services, Community Services, Administration & Finance, and Community Development & Public Works).
The Administrative Analyst III is the advanced level in the Administrative Analyst series and differs from the Administrative Analyst II classification in the ability to independently perform the full range of complex assignments, services and analytical studies. Incumbents exercise a high degree of professional judgment with considerable independence. Assignments may also include direct support to various smaller departments and specified boards, commissions and committees.
There are currently two (2) full-time (80 hours bi-weekly), regular hire vacancies.
Hybrid Work Option: The County Executive's Office considers hybrid (telework/onsite) work scheduleswith approval from a supervisor and after a probationary period for new employees.
The county is currently in the process of bargaining pay increases for its employees. This position is anticipated to get a pay increase in Summer of 2025.
The Highly Qualified Candidateis self-directed, organized, dependable, flexible, detail-oriented and can review and actionable recommendations to address complex fiscal and policy challenges. In addition, they are skilled communicators in both written and verbal formats and can maintain successful, collaborative, and constructive working relationships with internal staff and members of the public. They demonstrate leadership through strategic planning, continuous improvement, and professional collaboration. Lastly, they are able to address both specific “in the weeds” challenges within department operations and can provide recommendations which help steer departments towards positive outcomes, improved efficiency and fiscal sustainability, as well as alignment with Board priorities.
An outstanding candidate also has experience providing high level management, fiscal and policy analysis within a local government setting, or related field. They can work with financial data systems to conduct complex and sensitive analyses, often requiring a high level of detail. They are skilled writers who can consistently communicate complex government policy and processes in plain language. Lastly, outstanding candidates for this position are able to implement their recommendations and coordinate with the Budget Director with minimal specific oversight. The Minimum Qualifications are:Any combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work and three years of professional level experience performing administrative, budgetary, operational, management or organizational analysis work. At least one year of the required professional experience must have included journey level experience in the area of assignment. Additional professional level work experience performing administrative, budgetary, operational, management or organizational analysis may be substituted for the required education on a year-for-year basis.
