Office of Fiscal Operations - School System Financial Services Division

Job Focus Areas:
The Budget Analyst 1,2,3 (CPG) is located in the Office of School System Financial Services/Fiscal Operations/Budget Division, which provides management reporting and analysis of budget, expenditure, and personnel data to assist executive staff in decision making. This position reports to a Budget Manager and performs advanced journeyman level work, performing specialized budget preparation, review, control, monitoring, evaluation, and analysis, as well as programmatic and administrative review and analysis relative to the budget units in the Louisiana Department of Education (LDOE).

Three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

Six years of full-time work experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. May conduct financial, operational, and/or compliance type audits for an agency.

Assists in developing an audit project program and/or testing procedures.

Assists in preparing audit reports and follow up to determine if corrective action has been taken.

Performs financial audits by examining a variety of fiscal documents to ascertain the validity of information reported and the dependability of record keeping and reporting practices of an audited entity.

Performs operational audits by analyzing and testing to determine if operational effectiveness and efficiency are being achieved according to business unit strategic objectives, and evaluating the adequacy and effectiveness of process controls.

Performs compliance audits by testing to identify non-compliance with applicable laws, regulations, contractual obligations, or agency policies and procedures.

May perform special audit projects and investigations, as requested or required.

Uses effective sampling techniques during audits, as warranted.

Uses data processing information systems, software, and other automated tools to assist in performing audits.

As part of a Career Progression Group, vacancies may be filled from this recruitment as a Budget Analyst 1, 2, or 3 depending on the level of experience of the selected applicant.

Budget Analyst 2 (AS 613)

Hourly: $18.04 - $35.40

Monthly: $3,126 – $6,136

Annually: $37,523 – $73,632


Budget Analyst 3 (AS 615)

Hourly: $20.65 – $40.53

Monthly: $3,579 – $7,025

Annually: $42,952 – $84,302

One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office.
