The NYC Department of Environmental Protection (DEP) seeks a skilled Budget Analyst to join the Expense Budget Office. You will oversee the DEP expense budget, perform analyses, and prepare funding requests and savings proposals for the Mayor’s Office of Management and Budget, collaborating with operating bureaus to deliver timely financial information.

Under the Deputy Directors, you will support budget structures, grant submissions, and procurement funding.

Qualifications

  • Master's degree in economics, finance, accounting, public administration, or related field with one year of budget/financial analysis experience.
  • Bachelor's degree with three years of satisfactory professional budget/financial experience.
  • Associate degree with five years of satisfactory professional experience in budget/financial areas.
  • High school diploma with seven years of satisfactory professional experience in budget/financial areas.
  • A combination of education and/or experience as described above; credits may substitute for experience.

Responsibilities

  • Oversee the DEP expense budget (approximately $1.6 billion) and conduct budget analyses as needed.
  • Compile new funding requests and savings/cost reduction proposals for financial plan submissions to the Mayor’s Office of Management and Budget (OMB).
  • Perform technical budget activities including daily budget modification requests and monthly spending plans.
  • Provide recommendations regarding funding availability and budget structures for procurements.
  • Maintain the position schedule to verify vacancies and funding for job postings and OMB submissions.
  • Coordinate budget and financial requests withDEP operating bureaus and program areas.
  • Assist in preparing budget requests and prioritizing program choices.
  • Monitor and coordinate with OMB on the Miscellaneous Revenue budget.
  • Aid with expense and revenue technical corrections.
  • Assist in preparing operating procedures and templates for grant submissions.
  • Liaise with program staff to assist with grant applications, budgets and required documents.
  • Work with OMB, Comptroller’s Office, City Council and other oversight bodies as needed.
  • Perform other budget analyses and special projects as required by Senior Staff.

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Budget Office is responsible for managing the Agency’s capital, expense and revenue budgets; preparing budget and financial analyses and reports, and coordinating the Agency’s budget and financial matters with OMB and other oversight agencies.

DEP seeks to hire Budget Analysts to join the Expense Budget Office which consists of the Personal Services (PS) Unit, the Other than Personal Services (OTPS) Unit and the Revenue & Claims Unit. Candidates will be assigned to a unit based on need. Candidates must be independent thinkers with strong problem-solving abilities, have a high level of initiative, and have knowledge of the City of New York’s Financial Management System (FMS), Microsoft Office suite and other related software.

With oversight from the Deputy Directors, the Budget Analysts will be responsible for the following:

  • Oversee the DEP expense budget $1.6 billion and conduct budget and program analyses as needed.
  • Compile expense budget new funding requests as well as savings/cost reduction proposals in preparation for financial plan submissions to the Mayor’s Office of Management and Budget (OMB) along with any other needed budget exercises.
  • Perform technical budget activities including daily budget modifications requests, daily PS and OTPS reports, variance reports, monthly spending plans and other technical budget functions.
  • Provide recommendations regarding funding availability and budget structures required for procurements.
  • Maintain DEP’s position schedule to verify the existence of vacancies and funding within the budget structures to support approvals for job postings and submissions to OMB.
  • Coordinate budget and financial requests from DEP’s operating bureaus and other units while working closely with program areas to provide accurate and timely responses.
  • Assist DEP’s operating bureaus and other units in preparing budget requests including prioritizing program choices.
  • Monitor and coordinate with OMB on DEP’s Miscellaneous Revenue budget.
  • Aid with expense and revenue technical corrections.
  • Assist in preparation of operating procedures and templates for grant submissions.
  • Liaise with program staff to assist with the preparation of grant applications, budgets and other required documents.
  • Liaison with OMB, Comptroller’s Office, City Council, and other oversight bodies as needed.

ASSOCIATE STAFF ANALYST - 12627

Minimum Qualifications
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in '1' above.
  • An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in '1' above.
  • A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in '1' above.
  • A combination of education and/or experience equivalent to '1', '2', '3', or '4' above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in '1' above.
Preferred Skills
  • Proficiency in Microsoft Office Suite (Word, Excel, Access, PowerPoint) 2. Knowledgeable with NYC's Financial Management System
