Responsibilities

  • Manages complex federal budgets, including General Funds (GF) Investment accounts and Defense Working Capital Funds (DWCF) to support agency programs and ensure proper use of funds.
  • Analyzes the impact of federal financial legislation, regulations, and OMB circulars to design, implement, and improve fund control procedures and ensure policy compliance.
  • Performs financial analyses of budget data to provide strategic funding guidance and advisory services to senior leaders and external stakeholders.
  • Directs control and distribution of appropriated investment funds and DWCF authority during execution, Mid-Year Review (MYR), and End of Year (EOY) processes.
  • Monitors fund usage, prepares financial reports on funds status, and recommends reprogramming actions to meet agency goals.

Job description

Summary

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.

DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

Duties
  • Manages, allocates, and executes complex federal budgets, including General Funds (GF) Investment accounts and Defense Working Capital Funds (DWCF), to support agency wide programs and ensure proper use and distribution of funds.
  • Analyzes the impact of federal financial legislation, regulations, and Office of Management and Budget (OMB) circulars to design, implement, and improve fund control procedures and ensure compliance across the organization.
  • Performs complex financial analyses of budgetary data to provide strategic recommendations, authoritative guidance, and advisory services to senior leaders and external stakeholders.
  • Lead the direction of the control and distribution of appropriated investment funds and Defense Working Capital Funds (DWCF) authority during the year of execution, Mid-Year Review (MYR), and End of Year (EOY) processes.
  • Monitors and tracks the use and distribution of appropriated and defense working capital funds, prepares financial reports from the status of funds, and recommends reprogramming actions to meet agency short- and long-term goals.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This is a Financial Management (FM) Level 3 Certification Position.
Qualifications

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for specialized experience at the GS-14 grade level.

  • A one year probationary or trial period may be required.
  • Telework availability will be based upon the mission requirements and supervisory determination.

  • Salary will be determined based on the duty location after selection. The salary listed reflects the 2026 General Schedule Base scale. Salary will be adjusted to meet the locality pay of the duty location upon selection.   • This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.

  • This position is subject to the limitations imposed by the DOD Priority Placement Program.
