REPORTS TO: Senior Director of Behavioral Health Services

POSITION OVERVIEW:

The BSBBHC Partnerships and Program Manager resides in the Department of Behavioral Health Services at Boston Public Schools, reporting to the Senior Director of Behavioral Health Services. The BSBBHC Partnerships and Program Manager is responsible for grants management, partnerships, workforce development, and program evaluation to advance the mission of the Boston Public Schools. This position will support the functioning of the Boston School-Based Behavioral Health Collaborative (BSBBHC) and Behavioral Health services, including partnership development, data collection, and professional development for MH partners and mental health service providers in BPS.

The mission of the Behavioral Health Services (BHS) department includes providing prevention, at-risk, and intensive services and support to all schools. By providing an array of services, including professional development, consultation, crisis intervention, and direct services, the BHS department has led the behavioral health work in the district. The development of community partnerships is fundamental to this mission. Partnerships include: mental health agencies, city and state agencies, hospitals, universities, and community-based partners. To accomplish that end, BHS leads the Boston School-Based Behavioral Health Collaborative (BSBBHC). Diversity, equity, and inclusion (DEI) is at the center of BHS's work.

RESPONSIBILITIES :

Boston School-Based Behavioral Health Collaborative Partners and Events

• Direct a 300+ person annual school mental health conference in collaboration with the department’s university partners.
• Manage external partnerships, attend meetings with the Senior Director as needed.
• Identify grant opportunities to advance the Collaborative's strategic goals, including new funding sources and partnerships.
• Establish and expand processes to sustain the development of the Collaborative.
• Present at regional and national conferences to disseminate grant outcomes.

Professional Development

• Aid in implementing new initiatives and systems for continuous improvement within the department and ensure the quality of systems with the central team.
• Assist in identifying opportunities to develop and deliver professional development to department and district staff.
• Collect stakeholder feedback on professional development needs
• Coordinate with external trainers for school psychology PD.

Program Evaluation and Data Analysis

• Conduct a comprehensive needs assessment among all BSBBHC stakeholders.
• Prepare high-quality products such as presentations, flyers, and brochures, that are visually appealing and convey concise yet comprehensive information.
• Use data insights to inform future PD, improve program strategies, and outcomes.
• Prepare reports for district leadership and funders on program performance and effectiveness.
• Collect and manage MH partnership data
• Manage data collection and analysis at all phases of grant implementation
• Analyze pre/post surveys
• Serve as a co-program evaluator on grant activities.

Finance and Grant Management

• Liaise between BPS finance, BPS grants department, and external grant officers.
• Collect and report data for program monitoring functions.
• Maintain internal and external compliance with grants.
• Support the Senior Director through the annual district budgeting process, ensuring ethical stewardship of funds that align with goals and mission of the district and grant.
• Identify new grant opportunities to sustain MH workforce training for the Collaborative.

Team Operations, Policy, Organizational Development, Communications

• Participate in the BHS Leadership team and the BHS Implementation of school psychology workforce development activities.
• Develop and implement new initiatives and systems to refine department practices and increase project efficiency for continuous improvement.
• Contribute to other projects of staff who report to the Senior Director, including the Assistant Directors of Behavioral Health Services, CBHM Research Director, and Instructional Coach
• Liaise between BHS, BSBBHC, and other BPS departments, including the Office of Social Work and Office of Counseling Services
• Develop and manage systems using Google Workspace.
• Review existing policies and procedures in the BSBBHC Standards of Practice and make revisions based on stakeholder feedback to promote organizational sustainability.

Qualifications - Required:

• Master's degree in education, mental health, organizational leadership, or related field
• 3-5 years of significant experience coordinating among people, organizations, and partners.
• 3-5 years experience in urban school school system working with a diverse ethnic student body
• Demonstrate capability to work collaboratively with a variety of stakeholders, such as school staff, school partners, families, youth, community members and other essential internal and external partners
• Experience with program management and evaluation, financial systems, and analysis.
• Demonstrated ability to develop and implement procedures to improve operations.
• Strong demonstrated ability to organize and track multiple complex projects, systems, and documents over extended periods.
• Strong communication skills, including the ability to communicate priorities effectively and technical grant writing.
• Flexible/adaptable working style in a fast-paced environment.
• An understanding of and commitment to gain a greater understanding of what is necessary for an urban school system.
• Current authorization to work in the United States.
• A deeply held and unyielding belief in the overarching mission of public education.

Qualifications - Preferred:

• Fluency in another language.
• Knowledge of Special Education regulations, programs, and services.
• Experience facilitating trainings and presenting to large audiences.
• Background in qualitative and quantitative research to support the CBHM Research Director.
• Large-scale event planning.
• Familiarity with Boston and Boston Public Schools.
