Qualifications

Transportation Engineer II - III


This engineer will: 1) perform advanced and complex transportation engineering work at Bridge Division in support of the State’s bridge inspection activities to ensure compliance with federal regulation and with TxDOT policy; 2) perform quality assurance in accordance with the TxDOT Bridge Inspection Manual; and 3) support the statewide bridge inspection program. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.


Transportation Engineer IV


This engineer will: 1) perform highly advanced and complex transportation engineering work at Bridge Division in support of the State’s bridge inspection activities to ensure compliance with federal regulation and with TxDOT policy; 2) perform quality assurance in accordance with the TxDOT Bridge Inspection Manual; and 3) support the statewide bridge inspection program. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Transportation Engineer II - III

  • Analyzes, performs, and checks bridge load ratings in accordance with TxDOT practice.
  • Ensures compliance with the National Bridge Inspection Standards.
  • Serves as a primary help desk resource for complex technical and technical and policy issues. Researches and responds to technical and policy questions related to bridge inspection.
  • Maintains bridge inspection data; analyzes data and provides summaries.
  • Assists districts with bridge inspection-related matters.
  • Schedules, assigns, and oversees bridge inspection activities.
  • Performs final review, prepares, evaluates, and negotiates contracts with consultants for routine, non-redundant steel tension member, underwater, and other types of bridge inspections.
  • Develops standard procedures in conjunction with TxDOT divisions and districts and the Federal Highway Administration.
  • May serve as a lead worker.
  • Performs other job responsibilities as assigned.

Transportation Engineer IV

  • Analyzes, performs, and checks bridge load ratings in accordance with TxDOT practice.
  • Ensures compliance with the National Bridge Inspection Standards.
  • Serves as a primary help desk resource for complex technical and policy issues. Researches and responds to technical and policy questions related to bridge inspection.
  • Maintains bridge inspection data; analyzes data and provides summaries.
  • Assists districts with bridge inspection-related matters.
  • Schedules, assigns, and oversees bridge inspection activities.
  • Performs final review, prepares, evaluates, and negotiates contracts with consultants for routine, non-redundant steel tension member, underwater, and other types of bridge inspections.
  • Develops standard procedures in conjunction with TxDOT divisions and districts and the Federal Highway Administration.
  • May serve as a lead worker.
  • Serves as a project manager overseeing consultants performing advanced and complex engineering work
  • Chairs or serves as a member of a contract selection team.
  • Develops informal training for others involved in bridge inspection.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer II
5 years engineering, transportation engineering, or related engineering experience(Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transportation Engineer III
6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transportation Engineer IV
7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications


Licenses and Certifications:

  • Mandatory: TX Licensed Professional Engineer*
  • Mandatory: Safety Impact Certificate
    *Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer II, III, or IV:

Extensive knowledge of

  • Structural engineering terminology, principles, practices, and methods and the application of engineering theory
  • Applicable testing methods, processes, and procedures
  • Computerized structural analysis techniques
  • Applicable industry safety standards, guidelines, and specification codes
  • Researching, analyzing, and interpreting policies and state and federal laws and regulations
  • Contract development and oversight
  • Communicating complex ideas and information clearly, concisely, and effectively

Considerable knowledge of

  • Applicable laws, rules, and regulations
  • Bridge inspection methods and procedures
  • The use of personal computers and applicable programs, applications, and systems


Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Stooping-bending body downward and forward by bending spine at waist
  • Crouching-bending body downward and forward by bending leg(s) and spine
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
