Job summary

Kentucky State Police is seeking a Breath-Alcohol Technician Supervisor to lead the Breath Alcohol Maintenance Program, supervise the laboratory section, and coordinate statewide instrumentation upkeep. The role requires expertise in breath-alcohol testing and policy development.

Ideal candidates will have six years of relevant experience, a valid driver's license, and the ability to obtain necessary licensure. This is an executive branch, full-time position located in Frankfort, KY.

Qualifications

• Must have six years of experience in the installation, maintenance, and operation of breath-alcohol testing equipment in a crime/forensic laboratory.
• Associate's degree in electronics or a related field will substitute for experience on a year-for-year basis.
• Must possess a valid driver's license prior to employment and maintain required licensure/certification for the length of employment.

Responsibilities

• Develop, coordinate, approve, and execute the policies governing the Breath Alcohol Maintenance Program.
• Supervise daily operations of the forensic laboratory Breath Alcohol Section.
• Oversee technicians statewide responsible for maintaining breath alcohol instrumentation in accordance with KRS/KAR.
• Assist with revision of department policy manuals and training materials.
• Develop lectures and training blocks for law enforcement, prosecutors, defense attorneys, judges and legislators.

Key Responsibilities

• Responsible for developing, coordinating, approving, and executing the policies or methods that govern the operation and management of the Breath Alcohol Maintenance Program.
• Supervises daily operations of the forensic laboratory Breath Alcohol Section.
• Oversees forensic laboratory technicians statewide responsible for maintaining breath alcohol instrumentation in accordance with Kentucky Revised Statutes (KRS) and Kentucky Administrative Regulations (KAR).
• Recommends the hiring of new personnel.
• Assists with the revision of department policy manuals and training materials.
• Develops lectures and blocks of instruction for training for law enforcement, prosecutors, defense attorneys, judges and legislators.
• Prepares and maintains technical and statistical reports and performs examinations of Breath Alcohol instrumentation.
• Recognized as an expert witness by local, state and federal courts in criminal and civil matters.
• Coordinating activities and maintaining effective working relationships with law enforcement agencies, laboratory personnel, and other criminal justice partners.

Preferred Knowledge, Skills and Abilities

• Knowledge of applicable federal, state, and local laws, regulations, and administrative rules governing breath alcohol testing, including evidence handling and chain of custody.
• Ability to supervise, lead, mentor, and evaluate breath alcohol technicians.
• Ability to adapt to changes in technology, regulations, and operational requirements to promote consistency and accuracy in breath alcohol testing.
• Skill in interpreting technical data, quality control results, and instrument performance trends.
• Ability to investigate technical problems and implement or recommend appropriate corrective actions.
• Ability to express technical information clearly both orally and in writing when reporting results, testifying or explaining procedures to others.
• Ability to understand and follow complex oral and written instructions.

Minimum Requirements

EDUCATION:

High school graduate.

EXPERIENCE, TRAINING, OR SKILLS:

Must have six years of experience in the installation, maintenance, and operation of breath-alcohol testing equipment in a crime/forensic laboratory.

Substitute EDUCATION for EXPERIENCE:

Associate's degree in electronics or a related field will substitute for experience on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):

Must possess a valid driver's license prior to employment in this job classification. Must have completed certified factory training of approved evidential breath alcohol testing instrumentation. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.

Working Conditions

Work is typically performed in a laboratory, a breath testing field site, and in a court setting. Frequent travel is required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
