Job description

CITY OF NORFOLK: Department of Public Works is currently seeking an BMP Equipment Operator II within the Division of Environmental Storm Water Management. Equipment Operator II's are responsible for operating heavy construction equipment and participating in the routine functions of an operational storm water crew.

This essential operational position is required to operate various pieces of construction equipment including backhoes, excavators, front-end loaders, dump trucks, vacuum-flushing trucks, and street sweepers to support general storm water operations and the city’s street sweeping operation. This is a grant funded special project position and will only be eligible for employment for 5-years.

The City continues its commitment to reduce localized flooding and prevent pollution from entering our natural waterways. This essential position helps ensure the City can continue to provide routine storm water system maintenance and cleaning. The storm water best management practice (BMP) crew ensures maintenance on the stormwater water quality and quantify facilities. This maintenance is essential to ensuring regulatory compliance. This crew also provides support to the street sweeping and ditch maintenance crews.

Departmental Hiring Salary Range: $41,231 - $43,292 (with an additional $5,000 CDL Stipend) Essential functions include but are not limited to:

  • Operates heavy construction equipment assigned such as front-end loaders, backhoes, dump trucks, pick-up trucks, vacuum trucks, street sweepers, and various other mechanical equipment.
  • Transports workers, equipment, and construction material to and from job sites.
  • Participates in routine functions of a crew.
  • Performs maintenance on ponds and other City best management practices (BMPs), builds and repairs storm drains, cleans ditches and drains, lays pipe, repairs caves, sets catch basins, and other duties as assigned.
  • Performs minor maintenance and repairs on equipment.
  • Assists other employees on job sites with loading and unloading equipment.
  • Assists with cleaning of the work site areas and equipment.
  • Responds to citizen inquiries.
  • Provides direction and instruction to helpers, assistants, interns, and/or temporary employees.
  • Lifts up to 75 pounds and works in dirty and/or hazardous areas

The preferred candidate will have the ability to:
  • Climb, stoop, and bend.
  • Use considerable knowledge of traffic laws and regulations as they apply to heavy motorized equipment.
  • Understand oral and written instructions.
  • Read city maps.
  • Use adequate hearing, vision, and dept perception to safely work in the right-away and operate construction equipment in streets with high volume.
  • Work in adverse weather conditions, including extreme hot and cold temperatures and wet / rainy environments during both emergency and non-emergency conditions.
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

Two years operating heavy equipment or successful completion of a City apprenticeship program.
  • Must possess valid Commercial Driver’s License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
  • Preferred candidate will have Class A CDL.
  • Preferred candidate will have tanker endorsement

Work Hours: Monday – Friday 6:30 am to 3:00 pm; 40 hours per week every week; This position will be required to respond to after-hour emergencies.

Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.
