Job summary

Amentum seeks a driven Biosurveillance Operations Senior Planner to join the PACOM Command Surgeon’s DST at Camp Smith, Honolulu. You will synchronize biosurveillance initiatives across J3, J5, J7, and J07, producing daily decision products and operational plans for the Command Surgeon.

The role requires senior planning experience and the ability to translate complex data into actionable guidance for senior leaders.

Qualifications

• Active TS/SCI clearance with ability to complete a polygraph if required.
• 8+ years in military operations, Joint planning, Force Health Protection, CBRNE biosurveillance, or public-health emergency management.
• Working knowledge of the Joint Planning Process/Joint Operation Planning Process and experience contributing to plans, concepts, or orders.
• Ability to independently integrate complex information into actionable recommendations for senior decision-makers.
• Experience working with military planners in a headquarters or matrixed staff environment.

Responsibilities

• Integrate inputs into a biosurveillance operational picture, identifying threats, anomalies, mission impacts, decision points, and actions.
• Prepare assessments, response options, executive briefings, and recommendations for J07/J85 presentations; brief when requested.
• Incorporate health protection, medical intelligence, environmental health, epidemiology, and CBRNE considerations into plans, concepts, and orders.
• Lead or participate in Operational Planning Teams, Joint Planning Groups, and cross-functional planning forums.
• Coordinate with PACOM directorates, commands, public health organizations, the intelligence community, and interagency partners.
• Plan and assess biosurveillance exercises, including objectives, scenarios, response processes, after-action findings, and recommendations.
• Support planning for medical countermeasures, environmental sampling, rapid diagnostics, and biosurveillance capabilities.
• Test the Biosurveillance Information Platform; consolidate feedback for Military Utility Assessments and recommendations.
• Translate operational needs into requirements for technical teams developing feeds, dashboards, alerts, tools, and workflows; coding not required.
• Develop decision pathways, procedures, reporting formats, knowledge products, assessments, and event documentation.

Job description

Amentum is seeking a driven and professional Biosurveillance Operations Senior Planner to work on the PACOM Command Surgeon’s (J07) Decision Support Team (DST). This position serves as the principal operational integrator and staff action officer, synchronizing biosurveillance initiatives across the J3, J5, J7, and J07 directorates. The Planner synthesizes technical, clinical, and intelligence data into daily decision products and operational plans for the Command Surgeon. General administrative planning experience without joint military staff (JPP) or defense health operations background is insufficient. Assigned to Camp Smith, the position directly supports J07, receives functional priorities from J07 through established contract channels, operates with project and technical oversight from J85, and reports administratively to the Amentum Project Lead.

Essential Responsibilities

• Integrate specialist inputs into a biosurveillance operational picture identifying threats, anomalies, mission impacts, decision points, and recommended actions.
• Prepare assessments, response options, executive briefings, and recommendations for J07/J85 presentation; brief directly when requested.
• Incorporate Force Health Protection, medical intelligence, environmental health, epidemiology, and CBRNE considerations into campaign and contingency plans, concepts, and orders.
• Lead or participate in Operational Planning Teams, Joint Planning Groups, working groups, and other cross-functional planning forums.
• Coordinate with US PACOM directorates, subordinate commands, public-health organizations, the intelligence community, interagency partners, allies, and partner nations.
• Plan and assess Joint, bilateral, and multilateral biosurveillance exercises, including objectives, scenarios, response processes, after-action findings, and recommendations.
• Support planning for medical countermeasures, environmental sampling, rapid diagnostics, and biological-threat detection and response capabilities.
• Test the Biosurveillance Information Platform; consolidate team feedback for Military Utility Assessments and recommendation products.
• Translate operational needs into requirements for technical teams developing feeds, dashboards, alerts, tools, and workflows; coding is not required.
• Develop decision pathways, procedures, reporting formats, knowledge products, assessments, white papers, and event documentation.

Minimum Requirements

• Active TS/SCI clearance and ability to complete a polygraph examination if required. Note: US Citizenship is required to obtain a Top-Secret Clearance.
• Senior operational-planning experience comparable to the O-4/O-5 or GS-13 level; 8+ years in military operations, Joint planning, Force Health Protection, CBRNE defense, biosurveillance, or public-health emergency management.
• Working knowledge of the Joint Planning Process/Joint Operation Planning Process and experience contributing to operational plans, concepts, or orders.
• Ability to independently integrate complex information into actionable recommendations for senior decision-makers.
• Experience working with military planners in a headquarters or matrixed staff environment.
• Strong writing, coordination, and senior-leader briefing skills.
• Relevant bachelor's degree or equivalent education, military training, and directly related experience.

Preferred Qualifications

• Combatant Command, Joint Task Force, or Service headquarters experience.
• Biosurveillance, biological-threat response, Force Health Protection, CWMD, or major-exercise experience.
• Indo-Pacific experience and familiarity with AI-enabled tools, Maven Smart System, or biosurveillance platforms.

Compensation & Benefits

HIRING SALARY RANGE: $170K - $180K (Salary to be determined by the education, experience, knowledge, skills and abilities of the applicant internal equity, and alignment with market data.)
