Job summary

FTS, Inc. is seeking a detail-oriented GovCon Billing Specialist in a Fairfax, VA office to manage the full government contract billing cycle. You will prepare accurate invoices across CPFF, T&M, FFP, and Cost Reimbursable vehicles and work within Costpoint, coordinating with program managers and finance to ensure timely revenue recognition.

You will reconcile charges, monitor receivables, and support month-end close, with strong attention to FAR/DFARS guidelines and DCAA compliance.

Qualifications

  • 3+ years of GovCon billing experience, ideally supporting federal contracts.
  • Hands-on Deltek Costpoint billing module experience.
  • Proficient with Excel (pivot tables, lookup functions) and billing reconciliations.
  • Knowledge of CPFF, T&M, FFP, Cost Reimbursable contract types and how they affect billing.
  • Understanding of FAR/DFARS billing requirements and DCAA compliance expectations.
  • Strong written and verbal communication and ability to manage multiple cycles.

Job description

We are seeking a detail-oriented GovCon Billing Specialist to manage the full billing cycle for a government contracting organization. This role is responsible for preparing accurate, compliant invoices across multiple contract types, working directly within Costpoint, and partnering with program managers, contracts, and finance to ensure timely and accurate revenue recognition.

Responsibilities
  • Prepare and submit invoices for government contracts in accordance with contract terms, funding limitations, and agency-specific billing requirements
  • Process billing across various contract types, including Cost-Plus-Fixed-Fee (CPFF), Time & Materials (T&M), Firm-Fixed-Price (FFP), and Cost Reimbursable vehicles
  • Manage the billing cycle end-to-end within Costpoint, including invoice generation, review, and submission through systems such as WAWF/iRAPT or agency-specific portals
  • Reconcile billed amounts to contract ceilings, funding, and labor/cost detail to prevent over-billing or unallowable charges - Monitor accounts receivable and follow up on outstanding invoices with contracting officers or program teams
  • Support monthly close activities, including revenue recognition, unbilled analysis, and billing accruals
  • Maintain billing files and support documentation in accordance with DCAA and FAR Part 31 requirements
  • Collaborate with contracts, program management, and project accounting on funding modifications, incremental funding, and contract close-outs
  • Assist with audits and ad hoc reporting requests related to billing and revenue
  • Identify and resolve billing discrepancies, working cross-functionally to correct root causes
Required Qualifications
  • 3+ years of experience in GovCon billing, ideally supporting federal contracts
  • Hands-on experience with Deltek Costpoint (billing module required; broader system familiarity a plus)
  • Proficient in Microsoft Excel (pivot tables, VLOOKUP/XLOOKUP, reconciliation work)
  • Working knowledge of government contract types (CPFF, T&M, FFP, Cost Reimbursable) and how each affects billing treatment - Familiarity with government billing systems and portals (WAWF/iRAPT or similar)
  • Understanding of FAR/DFARS billing requirements and DCAA compliance expectations
  • Strong attention to detail and ability to manage multiple contract billing cycles simultaneously
  • Excellent written and verbal communication skills
