Qualifications

Description & Requirements

Maximus is seeking to hire a Billing Manager. The Billing Manager is responsible for the day-to-day oversight of the MassHealth Premium Billing Department including financial functions and customer service operations.

Responsibilities: include the timely and accurate statement generation, production and mailing. Financial reporting for MassHealth Premium Billing (MHPB); daily and monthly reconciliation of the Oracle Financials System. Ensures financial and system controls are operating in compliance with standard audit procedures. Works with department supervisors to ensure all operations functions are meeting client expectations and deliverables.

Remote Office Requirement:

- Hardwired internet (ethernet) connection

- Internet download speed of 25mbps single/50mbps shared and 5mbps (10 preferred) upload or higher required (you can test this by going to www.speedtest.net)

- Private work area away from background noise

Essential Duties and Responsibilities:

- Oversee the development and implementation of innovative methodologies to improve service levels and overall operational efficiency.

- Manage the project's quality assurance and training programs.

- Monitor performance against key indicators established internally or by the clients

- Responsible for cash application of premium payments, invoice and statement generation, mailing and financial reporting.

- Responsible for daily and monthly financial reconciliation.

- Ensure appropriate financial and system controls are operating in compliance with standard audit procedures.

- Manage audits of operations.

- Develop and implement operational policies and procedures in collaboration with other key stakeholders.

- Establish and maintain effective relationships with clients and other external entities.

- Oversees premium payment related functions including posting, settlement, reconciliation and resolution of payment exceptions.

a. Provides lockbox oversight management services for EOHHS

b. Loads and reconciles invoices and generates statement files in Oracle Financials.

c. Performs monthly General Ledger close and reconciliation processes in Oracle Financials.

d. Produces all the Monthly Financial reports for EOHHS as required by contract.

e. Maintains relationship with EOHHS Finance/Accounting.

f. Manages statement production and mail house vendor relationship for MHPB.

g. Documents all SOC controls for areas of responsibility and ensures controls are up to date and in use.

h. Maintains Quality Assurance controls for all key processes and outputs

i. Hires, supervises, trains, and coaches staff,

j. Continues to improve existing processes and develops new processes as required by business or client requirements

k. Responsible for system changes, testing, and implementation pertaining to all financial data, invoices, statements, and lockbox.

l. Approves adjustments

- Oversees the operations team who are responsible for the customer service functions of Premium Billing, including contact center, resolving escalations and processing member transactions in accordance with state regulations and department policies and procedures, for member hardship waivers, and representing MassHealth at premium billing appeals hearings.

- Attend meetings and trainings as requested and maintain knowledgeable of programs and systems.

- Perform other duties as assigned.

Minimum Requirements

- Bachelor's degree in related field.

- 5-7 years of relevant professional experience required.

- Equivalent combination of education and experience considered in lieu of degree.

- 5 years of billing experience required, preferably within the federal or state contracting industry.

- 3 years of experience managing a team required.

- Proficiency in Microsoft Office Suite, especially Excel required.

- Significant knowledge of financial and operational controls preferred.

- Experience in Medicaid or similar government service program preferred.

- Experience leading customer service operations including contact center preferred.

- Experience with successfully managing operations to strict service level agreements preferred.

- Proven track record of driving operational excellence through process improvements and quality initiatives preferred.

- Experience interfacing with external stakeholders and clients preferred.

- Federal or state contracts experience Strong attention to detail preferred.

Pay Transparency

Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
