Job summary

Harbor Group Management Co. is seeking a Multifamily Compliance Specialist to oversee regulatory compliance across affordable housing properties. You will review certifications, complete recertifications, and prepare for audits while guiding onsite teams on compliance procedures.

You will travel to assigned communities, coordinate training, and ensure programs like LIHTC, HOME, HUD, and Section 8 are properly implemented. Bilingual English/Spanish communication is a plus.

Qualifications

  • High school diploma or GED required.
  • At least two years of affordable housing experience (LIHTC, Section 8).
  • Bilingual in English and Spanish for resident communication.
  • Knowledge of income certification and recertification requirements.
  • Experience with MRI or Yardi is preferred.
  • Industry certifications such as TCS, HCCP, SHCM, COS, or CPO are a plus.

Responsibilities

  • Review applicant certifications for completeness and eligibility.
  • Complete annual and interim recertifications by program deadlines.
  • Verify income, assets, and student status against requirements.
  • Maintain audit-ready resident files with verifications and signatures.
  • Monitor deadlines and elevate at-risk files to management.

Job description

Multifamily Compliance Specialist

The Multifamily Compliance Specialist ensures regulatory compliance across properties participating in affordable housing programs, including LIHTC, HOME, HUD, Section 8, and County Affordable initiatives. This role collaborates with Regional Managers, the Operations Team, and the Compliance Department to ensure policies are followed, and property-level compliance is maintained. The specialist is responsible for reviewing certifications, completing re-certifications, and preparing for audits while helping guide onsite teams in understanding compliance procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Certification & File Management
  • Review new applicant certifications for completeness, accuracy, and program eligibility before move-in approval.
  • Complete annual and interim recertification paperwork within program deadlines for all assigned communities.
  • Verify household income, asset, and student status documentation against program requirements and calculate eligibility.
  • Maintain resident files so they are audit-ready at any time, with required verifications, signatures, and supporting documentation in place.
  • Track certification due dates across the assigned portfolio and elevate at-risk files to the Regional Manager before deadlines are missed.
Program Compliance & Audit Readiness
  • Monitor assigned communities for ongoing compliance with property program requirements.
  • Conduct in-house file audits and resolve findings ahead program review.
  • Support the compliance set-up of newly acquired or newly assigned affordable communities, including file conversion and program documentation.
  • Ensure established HGMC policies and procedures are followed at the site level and flag gaps to the Regional Manager.
  • Prepare documentation and file samples requested by the Regional Manager or property manager.
On-Site Support & Training
  • Provide hands-on support to Property Managers and Assistant Property Managers with file processing, resident correspondence, and certification follow-up.
  • Partner with the Regional Manager and Property Manager to coordinate affordable program training for on-site teams.
  • Serve as the day-to-day resource for site teams on income calculation, verification, and program eligibility questions.
  • Travel to assigned communities to complete file work, deliver training, and support audit preparation.
  • Complete additional administrative duties as directed by the Regional Manager or Property Manager.
Reporting & Resident Coordination
  • Prepare and submit compliance reports covering move-ins, recertifications, and program status as required.
  • Partner with the Resident Services department on resident follow-up and program referrals.
  • Communicate certification requirements and timelines to residents clearly and respectfully, in English and Spanish.
  • Document certification activity in MRI or Yardi so community records stay current and accurate.
QUALIFICATIONS

  • High school diploma or General Education Degree (GED).
  • At least two years of affordable housing experience, including tax credit (LIHTC), Section 8, and other low-income housing programs.
  • Bilingual in English and Spanish.
  • Working knowledge of affordable program income certification and recertification requirements.
  • Proficiency in Microsoft Word, Excel, and Outlook.
  • Proven ability to meet strict deadlines and manage competing priorities in a fast-paced environment.
  • Strong attention to detail and the ability to work independently with limited direction.
  • Excellent written and verbal communication skills.
  • Ability to work evenings and weekends as business needs require.
  • Industry certification such as TCS, HCCP, SHCM, COS, CPO, BOS, or equivalent.
  • Experience working in MRI or Yardi.
