Job description

The Director of 340B and Contract Pharmacy Programs is responsible for developing the strategy, vision, and business plans for the BILH System sites that participate in or may be eligible to participate in the 340B Drug Discount Program. This role manages and improves the design, development, implementation, and maintenance of the BILH System 340B and Contract Pharmacy Programs. The Director will lead, plan, direct, and coordinate the business operations of these programs across the BILH System. They are a content expert on managing and optimizing the 340B Contract Pharmacy program performance, fostering effective relationships with external vendors and internal departments such as finance, legal, compliance, IS, and pharmacy. The role also involves guiding education and training for stakeholders and staff, working strategically with Pharmacy Services Leadership to optimize eligibility, compliance, and performance, supporting critical patient care services like Oncology, Ambulatory Infusion, and integrating clinical pharmacy resources outside of traditional pharmacy settings.

Job Description:
Primary Responsibilities:
  1. Provides 340B Contract Pharmacy Program leadership and oversight across the BILH System.
  2. Directs 340B Contract Pharmacy Program implementation, maintenance, and viability across all covered entities within BILH.
  3. Serves as the leader of the 340B Contract Pharmacy Program and liaison with covered entity 340B leadership.
  4. Acts as the liaison with departments such as compliance, legal, finance, IS, government affairs, and pharmacy to ensure program integrity.
  5. Develops and maintains external relationships with Apexus, HRSA, wholesalers, manufacturers, contract pharmacies, vendors, PBMs, and third-party administrators.
  6. Provides ongoing education, training, and communication regarding 340B Program operations and compliance.
  7. Prepares and reviews all contracts related to the 340B Programs, ensuring compliance and serving patient interests; acts as the point person for contract execution with the legal team.
  8. Responsible for developing, implementing, supporting, and evaluating pharmacy business services for BILH.
  9. Has authority to direct daily work activities of employees, including hiring, termination, corrective actions, and performance reviews. Reports include 4-6 direct reports.
  10. Assists in planning, monitoring, and managing the department budget.
Required Qualifications:
  1. Bachelor's degree in Pharmacy, Finance, Accounting, or Business; 5 years of relevant work experience can substitute for education. Master’s preferred.
  2. 5-8 years of healthcare leadership, financial analysis/reporting, 340B program management, and HRSA compliance; 3-5 years of supervisory experience.
  3. Advanced skills in Microsoft Office applications and web-based tools.
Preferred Qualifications:
  1. Experience with project management methodologies and software.
  2. 340B Apexus Certification.
