Job summary

Multnomah County Health Department seeks an experienced BI professional to design and fully automate reporting, manage the SDLC, and safeguard data integrity across analytic projects.

You will lead data analysis initiatives, mentor staff, and collaborate with IT and partners while using EPIC, ArcGIS, and Tableau to deliver data-driven solutions for health equity and program goals on a two-year limited duration assignment.

Qualifications

• Design and automate reporting deliverables with structured code and SQL.
• Manage the full SDLC from requirement gathering and data modeling to testing and code promotion.
• Oversee maintenance and enhancement of BI applications with data audits and security.
• Strengthen data literacy by maintaining data dictionaries and documentation; provide guidance and training.
• Lead data analysis projects and translate insights into actionable BI solutions.

Responsibilities

• Design and fully automate reporting deliverables by developing structured code, stored procedures, and web services, while utilizing advanced tuning techniques like query plan analysis and indexing to ensure high-performance database operations.
• Manage the entire software development life cycle (SDLC)—from requirement gathering and data modeling to multi-level testing and code promotion—to translate complex business needs into scalable analytic strategies and data-driven solutions.
• Oversee the ongoing maintenance and enhancement of BI applications, performing root-cause analysis for system issues and conducting rigorous data audits and validations to ensure absolute data integrity and security.
• Strengthen organizational data literacy by maintaining comprehensive data dictionaries and system documentation, while providing expert guidance, training, and support to staff, vendors, and IT partners on emerging software trends and best practices.
• Lead projects by developing comprehensive work plans, defining milestones, and prioritizing tasks across teams while documenting risks and mitigation strategies throughout the project lifecycle.
