Job summary

City of Racine seeks an experienced Benefits and Wellness Administrator to support the design, coordination, and implementation of employee and retiree benefit programs, safety initiatives, and wellbeing programs.

The role administers enrollment, liaises with providers, manages COBRA, and prepares complex reports for HR leadership. Strong communication, confidentiality, and a valid Wisconsin driver’s license are required for success in this role.

Qualifications

• Associate degree + 4 years HR experience or equivalent
• Valid Wisconsin driver's license
• Preferred bilingual (Spanish/English)

Responsibilities

• Administers enrollment systems for new hires and communicates benefit changes.
• Interprets benefit provisions with providers and employees; resolves issues.
• Monitors benefit adjustments upon termination and qualifying life events.
• Manages insurance billings, enrollment, audits, COBRA with Payroll and Finance.
• Ensures compliance with federal, state and local benefit regulations.
• Prepares reports, dashboards, and recommendations for HR leadership.
• Develops employee benefits communications and orientations.
