Job summary

Par Pacific Holdings is seeking a Benefits Manager to develop and administer benefits programs for 1,800+ employees across states, focusing on medical, dental, vision, retirement and wellness. Location is CityCentre in Houston, TX, with travel expected for acquisitions.

The role demands leadership in open enrollment, plan governance, regulatory compliance (ERISA, COBRA, FMLA), and coordination with brokers, insurers and consultants to optimize cost and value.

Qualifications

  • Bachelor’s degree in Business Administration or related field.
  • 5+ years in benefits management.
  • Strong knowledge of ERISA, HIPAA, ADA, FMLA, COBRA.
  • Excellent analytical and project management skills.
  • Ability to handle confidential information.

Responsibilities

  • Design, implement and administer company-wide benefits programs.
  • Manage multiple benefit plans including open enrollment and 401(k) audits.
  • Monitor regulatory developments and optimize the benefits portfolio.
  • Liaise with brokers, vendors and insurers to ensure quality programs.
  • Ensure ERISA compliance and timely government reporting.
  • Collaborate with HR and finance on reporting and budgeting.

Job description

As a Benefits Manager, you will develop, implement and administer employee benefits programs for over 1,800 employees across multiple states, supporting refining, logistics and retail operations.

Location: CityCentre in Houston, Texas.

Key Responsibilities
  • Complete strategic planning, development and administration of company benefit programs including medical, dental, vision, life insurance, disability and retirement plans, along with wellness‑related and disease prevention/management programs.
  • Manage multiple benefit plan groups, including union plans for various locations and business segments; lead associated annual open enrollment system set‑up and deployment, 401(k) audits, and other cyclical processes for each group.
  • Monitor benefits‑related regulatory developments and best practices to identify required adjustments and opportunities to optimize the company’s benefits portfolio.
  • Leverage relationships with the company’s benefits broker, vendors, consultants, insurance providers and other key contacts to ensure quality and cost‑effective programs; work closely with benefit consultants to develop requests for proposals, evaluate alternatives and implement selected platforms and programs.
  • Represent company in negotiation and issue resolution with third‑party administrators and benefit plan insurers to ensure vendor performance meets expectations and commitments.
  • Analyze benefit program metrics to assess program usage, trends and effectiveness.
  • Research and evaluate benefit plan data issues within SuccessFactors, Dayforce, carrier and third‑party systems.
  • Ensure compliance with ERISA and timely filing of appropriate reports (form 5500’s) with the IRS.
  • Ensure compliance with federal, state, and local regulations, including ADA, COBRA, FMLA, OSHA, Workers Compensation, and USERRA.
  • Prepare thorough and timely responses to governmental and internal benefit plan audits.
  • Assess and respond to benefits inquiries and assist employees in resolving benefits issues.
  • Collaborate with HR Business Partners and other team members on open enrollments, program implementations and other benefit‑related projects.
  • Partner with finance and accounting on key month‑end and quarter‑end closings and other benefits‑related financial reporting.
  • Provide coaching, training and development, technical guidance and overall support to direct team members.
  • Develop and deliver clear and impactful employee benefits communications addressing new programs, ongoing enrollments and other benefit‑related topics; develop and lead benefit workshops and presentations.
  • Serve as project lead for all benefits integrations related to acquisitions.
Qualifications
  • A Bachelor’s degree in Business Administration, Human Resources or related field required.
  • Minimum 5 years of benefits‑related experience required.
  • Strong working knowledge of national health care policies, ADA, ERISA, FMLA, HIPAA and other benefit regulations and legislation, and associated compliance and reporting requirements.
  • Excellent analytical, planning, project management, and execution skills.
  • Broad, strategic perspective as well as keen attention to detail.
  • Ability to maintain a high degree of confidentiality.
  • Strong collaboration, communication and presentation skills and ability to influence key stakeholders.
  • Flexibility to interact effectively with people in different time zones, including Hawaii.
  • Willingness to travel for acquisition and project‑related venues, although anticipated travel is less than 10%.
