Description

The Behavioral Health Specialist V, SR-24 is responsible for ensuring the delivery of high‑quality, school‑based behavioral health services within a complex or district. The role focuses on oversight, evaluation, and coordination of behavioral health specialists, school social workers, and related staff.

Salary Range

All new external applicants will be placed on the initial step of the salary range. Placement above the initial step is based on special characteristics, critical needs of the position, exceptional qualifications, the availability of funds, and other relevant factors. The Hawaii State Department of Education will follow its salary regulations for placement.

Examples of Duties

• Oversee and monitor the work performance of behavioral health specialists, school social workers, and other assigned staff regarding the provision of school‑based behavioral health services within a complex or district.
• Evaluate the work performance of assigned staff and complete performance appraisals (PAS) within the required timeframe.
• Monitor staff activities and services for conformance to laws, policies, and standards, taking corrective action when necessary.
• Ensure appropriate services are delivered to students by program staff as specified in Individual Education Plans/504 Modification Plans (IEP/MP).
• Collaborate with contracted providers and agency providers to plan and deliver essential services, participate in interagency meetings, and integrate services with other child‑serving agencies.
• Provide technical support to principals, counselors, teachers, and other school personnel regarding integration of behavioral health services into educational programs and federal law compliance.
• Assist the district educational specialist (DES) with program development and implementation, including evaluation strategies.
• Administer policies and procedures related to the implementation and operation of school‑based behavioral health services.
• Conduct budget surveillance and procurement reviews for the SBBH DES to identify resources needed for implementation.
• Review requests for contracted services and oversee appropriate utilization.
• Develop community‑based systems of care in consultation with DOE district, State level offices, the Department of Health Family Guidance Center, and Children’s Community Council (CCC).
• Plan and implement a complaint resolution process, monitor sentinel events, investigate incidents, and collaborate with agencies for resolution.
• Develop and implement education and training programs for staff related to evidence‑based practices and IDEA/504.
• Train subordinates and assigned staff.
• Review IEP/MP quarterly reports and oversee record‑keeping systems.
• Sign documents for Medicaid reimbursements.
• May provide direct services.

Minimum Qualifications

Applicants must meet the following requirements as of the application date. All qualifications must be attained independently; concurrent education and experience are not permitted for credit.

Basic Education Requirements

Possession of a Master’s degree from an accredited college or university with a major in counseling, marriage/family therapy, psychology, or social work.

Experience Requirements

Applicants must have reflected progressively responsible experience equivalent to the following:

• Three (3) years of progressive professional post‑masters work experience providing counseling and/or therapy to individuals and/or families addressing emotional, behavioral, and/or mental health problems.

Experience must involve counseling or guidance in situations where clients had difficulty grasping their problems, choosing courses of action, adapting to environmental changes, or sustaining control and motivation.

Quality of Experience

Possession of the required number of years alone is insufficient. Overall experience must have sufficient scope and level of responsibility to conclusively demonstrate the ability to perform the duties of the position.

Professional License Requirement

Applicants must possess a Hawaii State Mental Health Counselor, Clinical Social Worker, Psychologist, or Marriage and Family Therapist license.

Driver’s License Requirement

This position requires possession of a current, valid driver’s license.

Supplemental Information

The advertised salary is based on full‑time employment and includes shortage and school year differentials, if applicable.

Requirements

Applicants must meet all requirements for the position they are seeking as of the application date. Calculation of experience is based on full‑time, 40‑hour workweeks; part‑time experience is pro‑rated.

Temporary Assignment

• A copy of the applicant’s TA History Report or equivalent system‑generated report;
• A signed letter from the applicant’s supervisor that includes the applicant’s name, TA job title, TA start and end dates, specific duties performed, and hours worked per week or total TA hours;
• Copies of the applicant’s signed SF‑10 Forms.

Information About Temporary Positions

Temporary positions may be extended year to year, dependent on funding and departmental needs. Temporary employees may become eligible for promotion and transfer opportunities to permanent positions after a satisfactory probation period of at least six months.

Payday
