JOB PURPOSE: The Behavioral Health Nurse Manager accomplishes department objectives by assisting with the planning and evaluating of Behavioral Health Department activities by managing staff. The incumbent may provide nursing services to patients and will work with the Behavioral Health Department staff to coordinate high-quality and effective clinical and non-clinical services as a Registered Nurse under the policies and procedures of the Arizona State Board of Nursing and those of El Rio Community Health Center.

The Chief Clinical Operations Officer maintains responsibility for the practice of nursing for Behavioral Health.

The Behavioral Health Nurse Manager works with administrative supervision and has discretion and independent judgment authority for the assigned department in respect to the resolution of work problems.

Essential Job Functions:
  • Accomplishes department objectives by managing staff and assisting with the planning and evaluation of department activities.
  • Provide for oversight, evidence-based clinical nursing practice and competency within the clinic environment.
  • Assists the Chief of Behavioral Health and Integration, the Behavioral Health Clinical Director, and the Director of Integrated Behavioral Health Programs with strategic goals by gathering pertinent business, financial, service and operations information; identifying and evaluating trends and options, chooses a course of action and evaluates outcomes.
  • Prepares activity reports to inform management of the status and implementation plans of programs, services, and quality initiatives.
  • Handles complaints, settles disputes, and resolves grievances and conflicts, or otherwise negotiates with others.
  • Establishes work schedules and assignments for staff, according to workload, space, and equipment available.
  • Accomplishes staff results by communicating job expectations; plans, monitors, coaches, develops, and disciplines staff, as necessary.
  • Maintains assigned staff by recruiting, selecting, orienting, and training employees; provides personal growth opportunities to staff.
  • Completes operations by:
    • Organizing workflow to accomplish established objectives
    • Developing schedules
    • Delegating responsibility
    • Evaluating subordinates effectively
    • Implementing productivity standards
    • Resolving operations problems
    • Maintaining reference manuals
    • Administering necessary discipline
  • Provides information to leadership, supervisors, co-workers, and subordinates by telephone, in written form, e-mail or in person as deemed most effective and appropriate.
  • Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position
  • Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards, ADHS regulatory requirements, and NCQA standards.
  • Provides direct patient care as needed.


Minimum Education and Experience:
  • Bachelor's Degree in Nursing or a related field from an accredited college or university.
  • Five (5) years of manager experience; preferably in a Healthcare environment.


If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.

Required Licenses, Certifications, and Registrations:
  • A current registered nurse license in good standing from Arizona Board of Nursing
  • Current certification in Basic Life Support (BLS) for health care providers.
  • Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment.
  • Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver's license and must be in compliance with Arizona vehicle insurance requirements.


Preferred Education, Experience, Skills, Abilities:
  • Master's Degree in Nursing or a related field from an accredited college or university
  • Experience working in a behavioral health outpatient setting
  • Experience working in a trauma-informed care environment
  • Seven (7) years' manager experience; preferably in a Healthcare environment.
  • Bilingual (English/Spanish) with the ability to speak, read and write in both languages
