Job summary

The Louisiana Department of Health seeks a dynamic Program Manager to lead oversight of complex state and federally funded programs, guiding fiscal operations and regulatory compliance to expand access to behavioral health services.

You will work with OBH leadership and stakeholders to improve grant management, reporting, and policy development while advancing recovery and person-centered care for Louisiana residents.

Qualifications

• Seven years of experience in developing, managing, or evaluating health or social service programs; or related fields.
• Six years of full-time work experience in any field plus four years in relevant programs; or equivalent.
• Bachelor’s degree plus four years in program development or management; or related fields.
• Advanced degree or JD plus three years in program development or management; or related fields.
• Experience substitution: hours earned can count toward years of experience as described.

Responsibilities

• Direct and manage fiscal oversight of federal and state grant programs, including funding allocations, budget development, expenditure monitoring, and compliance with regulations.
• Analyze financial performance, prepare budget projections, and provide strategic funding recommendations to leadership.
• Oversee grant and program compliance by evaluating activities, interpreting funding requirements, and ensuring adherence to policies (2 CFR 200).
• Conduct budget-to-actual analyses, review financial docs, and ensure accurate reporting in financial systems.
• Oversee contract compliance through invoices, reimbursements, and documentation aligned with contracts.
• Serve as liaison to OBH leadership, staff, contractors, and stakeholders to resolve fiscal and operational issues.
• Lead and support projects, policy development, process improvements, and internal controls to strengthen oversight.
