The Role

This position provides clinical and administrative leadership for community-based behavioral health programs, including multidisciplinary teams serving individuals with severe and complex behavioral health and substance-related conditions.

The Behavioral Health Clinical Supervisor oversees day-to-day clinical operations, supports staff development and performance, coordinates hiring and training, and ensures services are responsive to client needs, risk factors, and changing clinical circumstances.

This position plays an important role in risk management, quality improvement, regulatory compliance, and the continued delivery of trauma-informed and culturally sensitive services.

About Us

DMHAS is the state agency responsible for providing a comprehensive system of behavioral health services for adults experiencing mental health and substance use conditions across Connecticut. DMHAS works to ensure accessible, recovery-oriented, and evidence-based care through community programs, state-operated services, and partnerships with local providers. The agency is committed to improving outcomes for individuals with severe and persistent behavioral health needs by coordinating services, promoting early access to care, and supporting safe transitions across levels of treatment.

River Valley Services (RVS), a division of DMHAS, provides a broad range of behavioral health and substance use treatment services to adults in central Connecticut. RVS focuses on delivering person-centered, recovery-focused care through outpatient programs, community supports, and specialized services for individuals with complex behavioral health conditions. The agency collaborates closely with community providers, state-operated psychiatric hospitals, and other DMHAS programs to ensure individuals receive timely access to care, appropriate placement within the system of services, and safe transitions between hospital and community settings.

Purpose of Job Class (Nature of Work)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

Minimum Qualifications – General Experience

Four (4) years of professional experience in behavioral health care and a Master's degree in a clinical discipline, public health administration, health care administration or hospital administration.

Minimum Qualifications – Special Experience

Two (2) years of the General Experience must have been supervising professional staff.

NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

Preferred Qualifications

• Experience and expertise in providing clinical and administrative supervision to multi-disciplinary teams providing comprehensive, community-based services to people with severe and complex behavioral health and substance-related conditions.
• Experience in providing clinical supervision to staff related to evidence-based practices such as Dialectical Behavioral Therapy (DBT), Integrated Dual Disorder Treatment (IDDT), and Trauma-informed care.
• Knowledge and experience related to the assessment and management of risk in a community-based setting and the ability to consult with multi-disciplinary teams to develop and implement plans to mitigate risk factors.
• Knowledge and experience in providing leadership regarding compliance with Joint Commission requirements and participating in the development and implementation of related policies and procedures.

Special Requirements

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
