Background & Job Description

CARE is a global leader in humanitarian and development sectors, striving to provide critical support and services to vulnerable populations around the world. As part of their commitment to driving positive social change, CARE is looking for a Monitoring, Evaluation, and Learning (MEL) Advisor to join their Education and Skills Unit. The MEL Advisor will play a key role in supporting large-scale donor-funded projects, such as USAID and USDA’s McGovern-Dole Food for Education programs, and contribute to the development of new proposals and knowledge management in the education and skills development sectors.

This position focuses on the design and implementation of MEL systems, including data analysis, capacity-building, and resource mobilization to advance CARE’s impact and learning agenda. The successful candidate will have the opportunity to represent the unit in external and internal MEL forums and contribute to global education and development discussions.

Tasks
  • Conduct quantitative and qualitative data analysis for monitoring and evaluation of large-scale projects, providing actionable insights to inform adaptive management.
  • Provide technical assistance to country office teams on MEL system design and research-focused projects.
  • Develop and deliver training to build capacity on MEL tools and systems.
  • Collaborate in the preparation of knowledge products such as impact briefs, case studies, academic articles, and donor-focused materials.
  • Contribute to proposal development, particularly in the MEL sections, to attract new donors and support fundraising efforts.
  • Participate in team planning and strategy development to advance CARE’s Education and Skills Unit learning agenda.
  • Engage in resource mobilization through the development of capacity statements and presentations.
Qualifications
Education and Certification
  • Master’s degree in Social Sciences, Education, Public Health, Sociology, or a related field (PhD preferred).
Experience
  • At least 3-5 years of professional experience in research, quantitative data analysis, and MEL for education or related development programs.
  • Experience with statistical analysis packages (SPSS, STATA, SAS, R) and electronic data collection tools (ONA, Kobo, ODK).
  • Proven expertise in setting up MEL systems for large-scale, rigorously evaluated education programs funded by USAID, FCDO, or USDA/McGovern-Dole.
  • Experience in gender-transformative approaches to development and a strong understanding of how to apply them in program evaluations.
Skills
  • Strong analytical and organizational skills with attention to detail.
  • Excellent writing and communication skills in English, including the ability to convey complex technical information clearly and succinctly.
  • Ability to collaborate with diverse teams and stakeholders across different sectors and regions.
  • Familiarity with knowledge management strategies and the ability to translate findings into actionable insights for wider audiences.
