Cathay Bank is seeking a CRA Programs Specialist to ensure Satisfactory CRA performance by conducting outreach with nonprofits, CDFIs, and banking customers across assessment areas.

You will plan and monitor CRA activities, document service hours, prepare quarterly reports, and support the bank's CRA compliance program. This role emphasizes stakeholder collaboration, data accuracy, and timely training completion.

Qualifications

  • Bachelor’s Degree in Business, Accounting, or Finance preferred.
  • 3–5+ years in banking, community development, lending, or CRA-related experience.
  • Experience leading community partnerships and public-facing programs.

Responsibilities

  • Obtain a Satisfactory rating for CRA in the lending and services tests.
  • Develop and maintain relationships with nonprofits and CDFIs for CRA opportunities.
  • Coordinate external and internal CRA outreach to improve lending to LMI borrowers.
  • Review CRA service activities and document hours, reports, and plans.
  • Provide district admins with accurate status on region service hours vs goals.
  • Supervise community outreach events including homebuyer workshops and scholarships.
  • Manage marketing approvals for gala sponsorships and track attendance.
  • Attend at least 12 awards events annually representing the Bank.
  • Maintain and update CRA information and the CRA Connect site.
  • Assist with CRA activity performance tracking and complete training on time.

GENERAL SUMMARY

Ensure that Community Reinvestment Act (CRA) requirements are met by conducting community outreach with nonprofits, CDFIs, and banking customers to ensure Satisfactory CRA performance in lending and community service tests, including developing and providing financial literacy training. In addition, responsible for planning, facilitating, monitoring, and documentation of community development service activities and events. Responsible for the completion of reports that monitor and track CRA community development outreach and service activities for each assessment area. Complete other assignments that contribute to the implementation and maintenance of an effective CRA Compliance Program for the Bank.

ESSENTIAL FUNCTIONS
  • Obtain a Satisfactory rating for the lending and services tests in each assessment area.
  • Seek and maintain relationships with nonprofits and CDFIs to develop CRA qualifying lending and service opportunities for each assessment area.
  • Coordinate CRA community outreach efforts externally and internally to improve small business and mortgage lending to low-to-moderate income borrowers including developing and providing financial literacy training.
  • Review service activities to determine if they are a qualifying CRA service activity according to established guidelines. Document service hour activities, monitor reports and assist in the preparation of quarterly reports, self-assessment, and strategic plan.
  • Prepare and provide each District Administrator with an accurate status report of their region’s service hours as compared to the goals, monitor progress with Bank goals.
  • Supervise and attend community outreach and service activity events including homebuyer workshops, the Bank’s annual scholarship program, LA Saves events, and volunteering for the IRS Volunteer Income Tax Assistance (VITA) program.
  • Manage the approval process for and submission of marketing materials for gala sponsorships.
  • Manage and track attendance at bank-sponsored events and galas.
  • Attend at least 12 awards events/ceremonies/galas annually representing the Bank.
  • Supervise annual toy drive.
  • Assist with the maintenance of CRA information updates – Intranet, Public File, Bulletin, forms and charts. Enhance and maintain CRA Service SharePoint site (CRA Connect) to provide a calendar of upcoming CRA events and to ensure timely and accurate data collection for service activities.
  • Assist with CRA activity performance tracking in other areas as needed.
  • Complete assigned training courses in a timely manner.
QUALIFICATIONS

Education: Bachelor’s Degree preferably in Business, Accounting, or Finance preferred.

Experience:

  • Minimum 3-5 + years of relevant banking, community development, community relations, lending, business development, or CRA-related experience, including experience building community partnerships and coordinating outreach activities.
  • Demonstrated experience leading community partnerships and public-facing program

Skills & Ability:

  • Strong computer skills; proficient with Microsoft Office products.
  • Good organizational and analytical skills.
  • Good verbal and written communication skills including public speaking experience.
  • Highly organized, results-oriented with strong attention to detail and good follow-through skills.
  • Highly enthusiastic and self-motivated.
  • Willingness to work overtime occasionally to accomplish and meet deadlines, and to attend CRA activities.
  • Ability to work offsite to perform service hours and attend CRA activities.
  • Ability to work independently and meet deadlines.
OTHER DETAILS

$80,000.00 -105,000.00/ year
Pay determined based on job-related knowledge, skills, experience, and location.
This position may be eligible for a discretionary bonus.
