The incumbent performs agency mission-critical assignments to ensure organizations and air carriers adhere to applicable Federal Aviation safety regulations.

Duties:

The incumbent applies comprehensive technical knowledge and authoritative technical expertise for matters applicable to operators, aircraft and/or airmen. Responsibilities include evaluations, inspections, and reinspections of any certificate holder entity. The incumbent performs assignments that involve numerous complex features to assure that organizations and air carriers meet applicable Federal Aviation safety regulations. Responsibilities include interpreting, auditing, evaluating, and analyzing practices of business operations related to aviation systems and operators.

The incumbent works directly with and maintains access to highly sensitive data that may affect national security and/or law enforcement activities; therefore, will be required to protect and maintain confidentiality. Responsibilities include providing technical flight standards information in support of law enforcement agencies and joint activities associated with these entities. The incumbent prepares and writes highly detailed technical reports, briefing papers, presentations, and communications relating to aviation interests, compliance, and investigative activities. The incumbent plans and directs the use of time and resources to accomplish various sensitive investigative activities, investigating a wide range of violations, planning, coordinating, gathering evidence, and preparing enforcement case files for prosecution of violators of Federal Aviation Regulations.

The incumbent will be called to testify as a subject matter expert in matters involving safety violations in any administrative, civil, or criminal court. Contacts are internal to the agency and external with stakeholders. The incumbent represents the FAA as a principal technical inspector and point of contact on projects, programs, and other work activities. Responsibilities include leading teams of diverse, cross-functional subject matter experts and ensuring coordination with appropriate stakeholders. The incumbent utilizes a wide range of automation tools to perform duties and investigative activities.

Conditions of Employment:

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (See Required Documents).
  • Designated or Random Drug Testing required.
  • These positions will be filled as a temporary promotion or temporary reassignment not to exceed one year.
  • They may be terminated early; they may be extended; or they may become permanent without further competition.
  • The selectee will remain at their current location. Locality pay will be added upon selection.
  • Applicants selected outside of the Fort Worth, TX, commuting area will be required to spend the first three months either via video teleconferencing or in person with staff to become familiarized with SEIT procedures.

Qualifications:

General Requirements for All Positions:

  • Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  • Valid State driver's license;
  • Fluency in the English language;
  • No chemical dependencies or drug abuse that could interfere with job performance;
  • High school diploma or equivalent.

Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position safely and efficiently and must meet all of the following requirements:

  • Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted);
  • Have the ability to hear the conversational voice (hearing aid permitted);
  • Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in various aircraft.

In addition, applicants for positions that require participation in the operation of the aircraft must:

  • Possess a valid second-class medical certificate in accordance with FAA regulations; and
  • Pass recurrent medical examinations as prescribed by the FAA.

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  • Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  • Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

Specialized Experience: When the predominant work involves general aviation maintenance, applicants for Aviation Safety Inspector (Airworthiness) positions must meet all of the following requirements:

  • Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness.
  • Maintenance experience with aircraft 12,500 pounds or less maximum certificated takeoff weight.
  • Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state, or Federal governmental agency.
  • Aircraft maintenance work experience within the last 3 years.
  • FAA Mechanic Certificate with airframe and power plant ratings.

To qualify for this position, applicants must demonstrate in their application that they possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is defined as assisting, conducting, or performing various technical functions related to certification, surveillance, investigation, and compliance recommendations of maintenance activities on FAR Part 135 air carriers/air operators.

Education: Education may not be substituted for experience.
