Job summary

Systems Planning and Analysis, Inc. (SPA) supports NAVSEA in the AUKUS I&A Office, delivering objective budget and program analysis for high-profile submarine programs.

The Program Analyst coordinates budget requirements, uses NEPS to present financial data, and prepares concise briefs for senior leadership. The role requires 10+ years of federal/government experience, a BA/BS in a related field, strong MS Office skills, and an active Secret clearance.

Qualifications

• 10+ years of federal government or military related experience.
• Bachelor's degree in Business, Business Management, Finance, Accounting, or a related field.
• Strong administrative, organizational, management, and analytical skills and the willingness to learn and build relationships with stakeholders.
• Strong written and verbal communication skills and proficiency with MS Office applications (Excel and PowerPoint).
• Active Secret clearance and the ability to maintain it throughout employment.

Responsibilities

• Coordinate with stakeholders to identify and formulate yearly program budget requirements and associated contract costs.
• Use NAVSEA Enterprise Planning System (NEPS) to manage and present financial data and maintain program resource posture.
• Provide analysis, verification, and justification of financial data with traceability to budget history.
• Assist with Task Planning Sheet development and executive-level briefs for senior leadership.
