Job description

Office of State Resources – Income Division

The Office of State Resources (OSTR) is responsible for the stewardship, administration and strategic management of Louisiana’s publicly owned land, mineral, water and subsurface assets for energy-related development. At the direction of the State Mineral and Energy Board (SMEB), the Office supports the full lifecycle of public resource management — beginning with the initial bid and contract evaluation, negotiation and title verification. Once agreements are in place, OSTR oversees operational compliance, ensuring that developers and operators meet performance standards, fulfill contractual obligations, and remit appropriate royalty payments to the State. This integrated model allows OSTR to uphold its fiduciary obligations, enforce accountability, and manage Louisiana’s resource portfolio with foresight and precision. OSTR’s role expands beyond land and minerals to ground and surface water management, creating a foundation for conservation, monitoring, and strategic planning statewide.

This Auditor position is located in the Income Division within the Office of State Resources in Baton Rouge, LA. Work involves the performance of complex audits in oil and gas company offices or other field locations. Work requires extensive knowledge of the oil and gas industry, the regulations governing this industry and the contractual obligations applicable to the specific company being audited.

  • Directs the monthly allocations of Wildlife and Fisheries lease fees and seismic fees to ensure that all payments and deposits are made in accordance with state laws.
  • Reviews and audits the deposit of self-generated funds to ensure that statutorily dedicated funds accrue to the correct fund. Propose audit strategies to make certain that the state is receiving the correct fees.
  • Incumbent quantifies and documents audit exceptions through work papers, exhibits and memoranda
  • It also involves maintaining status of all open audits using the SONRIS audit tracking system.
  • Incumbent performs research to satisfy information requests from the State Treasurer's office, Parish Government officials, and Department of Wildlife and Fisheries officials, regarding allocation of state mineral revenue to the parish royalty fund and dedicated Income funds, such as Russell Sage Foundation and Rockefeller Refuge.
