Executive Office for U.S. Attorneys and the Office of the U.S. Attorneys is seeking qualified applicants for a GS-13 level accounting/auditing position in the District of Massachusetts.

The role requires specialized experience in complex financial audits, forensic accounting, and report preparation, with eligibility for federal service and relevant transcripts or certificates as proof.

Qualifications

• Basic requirement: degree in accounting or related field with 24 semester hours in accounting.
• Combination of education and experience: at least 4 years accounting experience with one of (a) 24 sem. hours in accounting, (b) CPA or CIA certification, or (c) substantial accounting coursework.
• Time-in-grade requirements: one year at GS-12 to qualify for GS-13.
• Submit transcripts or certificates as required.

The U.S. Attorney for the District of Massachusetts represents the entire state and its 6.8 million residents. Of the 94 U.S. Attorneys' Offices throughout the United States and its territories, the District of Massachusetts is one of the busiest, prosecuting a broad range of cases including national security, white collar crime, public corruption, cybercrime, narcotics and money laundering, organized crime and gang violence, and civil rights violations.

MINIMUM QUALIFICATIONS:

To be considered minimally qualified for this position, you must demonstrate that you have the required basic requirement and specialized experience for the respective grade level in which you are applying:

Basic Requirement:

You must meet one of the items listed below (A or B):

A. Possess degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of credit in business law (You must submit transcripts with your application).

B. Possess a combination of education and experience -- at least 4 years of experience in accounting or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following (you must submit transcripts and/or certificate with your application):

• (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
• OR
• (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
• OR
• (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hours requirement of paragraph A, provided that:

To qualify at the GS-13 level, you must possess:

Specialized Experience: At least one year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing three (3) of the four (4) duties listed below:

• Planning and conducting complex financial audits or forensic accounting investigations involving suspected fraud or other financial misconduct.
• Analyzing large amounts of financial and business information to trace transactions, identify unusual activity, and develop investigative evidence.
• Reconstructing incomplete financial records and examining accounting systems, business records, or financial transactions to determine how funds were received, transferred, or used.
• Preparing detailed audit or investigative reports, financial analyses, charts, or summaries and presenting findings or recommendations to attorneys, investigators, or management.

You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12is required to meet the time-in-grade requirements for the GS-13 level.

• You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).
