The Federal Law Enforcement Training Centers (FLETC) seeks an Attorney-Advisor (Instructor) in the Office of Chief Counsel, Legal Training Division, Specialized Legal Branch. You will deliver legal instruction and help design courses for federal, state, and local partners.
You will lead training across more than 60 courses, including Constitutional Law, Fourth Amendment, Evidence, and Federal Procedure, coordinating with a national cadre of instructors.

This position is located in the Office of Chief Counsel, within the Legal Training Division in the Specialized Legal Branch at the Federal Law Enforcement Training Center. As a Attorney - Advisor (Instructor), GS-0905-13/14.
The position is responsible for providing legal advice, and for researching, developing, designing, conducting, delivering and supporting law enforcement training provided by the FLETC to its partner organizations and various other customers. The position is responsible for conducting a variety of more than 60 basic and advanced legal training courses for law enforcement personnel for numerous Federal Participating Organizations, as well as state and local government entities. In addition to the training carried out at FLETC, the position may export the courses to on-site locations of the agencies serviced.

To be considered for this position, all applicants must be an active member of a state bar in good standing in every jurisdiction in which you are licensed of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico and have a license to practice law. All applicants must possess one of the following law degrees. Please provide a copy of your transcripts. The first professional law degree (LL.B. or JD); OR the second professional law degree (LL.M).
In addition to the requirements listed above; to qualify at the GS-13 level, applicants must possess specialized professional legal experience in excess of two years that is commensurate with the duties and responsibilities of the position or two years of judicial clerkship. Specialized professional legal experience in excess of two years equivalent to the GS-12 or higher demonstrated by substantial legal writing and communication skills; conducting original legal research and legal analysis; providing instruction in legal subjects related to the criminal justice system or for a law enforcement audience for a period of at least one year; authoring and publishing articles on substantive legal matters; experience presenting substantive material at nationally recognized conferences; and demonstrated expertise in a significant field of law related to law enforcement.

In addition to the requirements listed above; to qualify at the GS-14 level, applicants must possess specialized professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. The quality of the individual's background may be evidenced by the relatedness of his or her specialization. Specialized professional legal experience in excess of three years equivalent to the GS-13 or higher demonstrated by substantial legal writing and communication skills; conducting original legal research and legal analysis; providing instruction in legal subjects related to the criminal justice system or for a law enforcement audience for a period of at least one year; authoring and publishing articles on substantive legal matters; experience presenting substantive material at nationally recognized conferences; and demonstrated expertise in a significant field of law related to law enforcement.
This position may be filled at the GS-13 or GS-14 level. If selection is made at the GS-13 level, promotion to the GS-14 level may occur without further competition.
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

To meet those standards, all selected applicants must undergo and successfully pass a background investigation for suitability/fitness as a condition of placement in this non-sensitive, moderate risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
This work requires walking, standing, bending, sitting, lying down, or kneeling/crouching in positions that may be tiring or uncomfortable. There is the need to carry weapons, equipment, and packages or containers such as ammunition. Required and at times frequent travel to off-site locations to coordinate and/or deliver training activities will be involved. Work also involves considerable physical exertion while demonstrating weapons positions, techniques and tactics in a variety of law enforcement settings.
The normal workplace is a classroom and inside/outside training venues. Duties will require exposure to varying climate and environmental conditions, both cold and warm, for extended periods of time and/or exposure to varying levels of noise and hazardous substances. Position may be required to drive a government-owned or government-leased vehicle to perform duties at locations on and off-site. Appropriate safety practices will be utilized at all times. Safety equipment, such as hearing and eye protection, will be used when needed.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
