Position Overview
The At-Risk State Coordinator will be a leader who performs highly advanced consultative services and technical assistance work for the Highly Mobile and At-Risk student groups. This includes serving as the state’s Foster Care Point of Contact and leading Foster Care & Student Success, Pregnancy-Related Services, and At-Risk program requirements. The At-Risk State Coordinator also supports other Unit activities such as Military Connected Purple Star Campus Designation (PSCD), Texas Education for Homeless Children and Youth (TEHCY) program, other unit priorities and activities. The At-Risk State Coordinator reports to the HMAR Manager and works closely with the Director of Highly Mobile and At-Risk Student Programs, to support and implement the vision and mission of the HMAR unit.
The At-Risk State Coordinator provides programmatic and technical support to agency staff, Education Service Centers (ESCs), Local Education Agencies (LEAs), school personnel, and other stakeholders assisting students in foster care, pregnant and parenting students, and other identified at-risk groups. This role involves developing tools, resources, and professional development to address the needs of highly mobile and at-risk students. As a team-oriented leader, the Coordinator collaborates extensively with internal and external stakeholders, including the Texas Department of Family and Protective Services and the Children’s Commission. Their work focuses on cross-agency policy development, training, and resource guidance to meet federal and state foster care requirements. Additional responsibilities include implementing the Foster Care and Education Summit and other professional development initiatives to increase awareness for vulnerable student populations. Operating under minimal supervision, this position demands substantial initiative and independent judgment, with the flexibility to work remotely from anywhere in Texas.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.
1. Program Development and Implementation: Responsible for the development of program areas: Foster Care & Student Success, Pregnancy Related Services, and At-Risk program: Collaborates with agency staff and ESC support specialists to develop and lead various program activities and initiatives. Oversees, plans, develops, implements, and monitors program standards. Collaborates with agency staff to facilitate data collection processes and/or analysis relating to multiple program areas to inform program design for Foster Care & Student Success, Pregnancy Related Services, and At-Risk students.
2. Technical Assistance and Support: Provides programmatic and technical assistance to agency staff, ESCs, LEAs, and other stakeholders that serve and support Foster Care & Student Success, Pregnancy Related Services, and At-Risk students. Leads development of various resources and tools to address the needs of at-risk and highly mobile students. Supports and provides training opportunities for ESCs, LEAs, and other stakeholders in addressing the needs of Foster Care & Student Success, Pregnancy Related Services, At-Risk program and other HMAR groups
3. Stakeholder Engagement and Professional Development: Represents agency and the state’s education system broadly on state-level committees focused on improving education outcomes for Foster Care & Student Success, Pregnancy-Related Services, and At-Risk students. Collaborates and communicates frequently with national and state-level nonprofits and government entities to guide program and policy development. Works with internal and external stakeholders to drive coordination, linkage, resource, and tool development necessary for collaborative impact. Works closely with cross-system partners to develop policy and shared guidance on complex topics. Leads and coordinates stakeholder meetings to execute a shared purpose and goal. Works with internal stakeholder groups to promote integrating the at-risk programs with agency goals. Provides professional development and leads the creation of the Foster Care and Education Summit to promote awareness and knowledge of federal and state laws and regulations
4. HMAR Division Collaboration and Support: Works closely with HMAR team members, provide support to Purple Star Campus Designation and Military Connected Student program, Texas Education for Homeless Children and Youth program and other HMAR projects and initiatives. Provides support and assistance on various projects and initiatives within the unit, such as supporting application reviews.
5. Special Projects: Supports a wide range of activities and special projects for the division, including the development of an online learning module and resources, HM&AR unit meetings and presentations, the development of specialized reports (Eg. At-Risk Rider Report, Biennial Report), the analysis of legislation, and the development and writing of policy and practice guidance for Foster Care and Student Success, Pregnancy-Related Services, and At-Risk programs.
Qualifications
Minimum Qualifications
• Education: Graduation from an accredited four-year college or university
• Experience: At least five (5) years of experience in program development for HMAR student groups directly or with programs that support HMAR student groups
Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• A desire to self-reflect, give/receive feedback and continuously improve
• Knowledge of State and Federal policy to support foster care, at-risk, and mobile students.
• Knowledge of innovative practices and solutions to support at-risk students.
• Belief there is a palpable sense of urgency around increasing outcomes for Foster Care & Student Success, Pregnancy-Related Services, and At-Risk student groups.
• Highly skilled in a variety of technology tools and software applications (Microsoft Office Suite, Adobe, Excel, Outlook, etc.); ability to create clear and visually appealing documents and tools for diverse stakeholders.
• Excellent verbal and written communication, including strong editing and proofreading skills.
• Strength in building and sustaining effective interpersonal working relationships with diverse colleagues and stakeholders in a fast-paced, results-oriented environment.
• Ability to work both independently and collaboratively in a team environment
