The State of Maryland is seeking a qualified individual to serve in a managerial role within the Behavioral Health Administration. This position focuses on supervising initiatives that address housing and homelessness, ensuring the development of quality programs that meet the needs of individuals with behavioral health disorders. Main Purpose of Job
This position serves as a part of the leadership /managerial team at the Behavioral Administration’s (BHA) supervising a team of professionals responsible for Housing and Homeless Initiatives, the oversight and/or implementation of evidence -based and promising practices, and Recovery Supports to include Recovery Housing and Maryland Recovery Net supports. This position facilitates the development of quality, affordable housing opportunities and evidence-based programs and services that are responsive to the needs and preferences of recipients of behavioral health services within the least restrictive setting possible. This position works collaboratively with state and federal agencies, community programs, housing authorities, Local Behavioral Health Authorities (LBHA), Local Addiction Authorities (LAA), Core Service Agencies (CSA), stakeholders and advocacy organizations to plan, develop, monitor, manage, and implement Permanent Supportive Housing (PSH), Residential Rehabilitation Programs (RRP) and services, Continuum of Care (CoC) Housing Program, Projects for Assistance in Transition from Homelessness (PATH) Grants, Supported Living Services, Recovery Housing, Housing First and other affordable housing development and housing and homeless service initiatives and grants, and evidenced-based and promising practices such as Critical Time Intervention(CTI). The position provides administrative, clinical, and consultative oversight for housing and homeless supports, initiatives, and grants totaling more than $7,000,000 in federal grant funds (CoC, and PATH) and $6,800,000 in State General Funds to the LBHAs and CSAs. Housing is widely viewed as a social determinant of health and is integral to the recovery of individuals who have substance related and/or psychiatric disorders. In recognition that housing is a conduit to health and recovery for individuals with behavioral health disorders and that health and recovery are foundational elements in BHA’s mission, this position is a catalyst for housing and recovery support evidence-based and promising practices and remains critical to the fulfillment of the agency mission. This position is eligible for hybrid telework. This is subject to change as necessitated by operations and customer-focused demands.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a bachelor's degree from and accredited college or university and 6 years of professional health or human services experience, including 3 years of supervisory or managerial experience. Additional experience may be substituted for the bachelor's degree at the rate of 1 year of experience for 30 credit hours.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following: Knowledge of and/or experience with behavioral health systems and services well as an understanding of the associated support systems, policies and best practices Experience working with grants including federal, contracts, financial resources and complex processes Management of budgets and budget systems Experience with management and leading a team including managers Experience with developing and implementation of policies, strategicplanning andevaluations Strong organizational, communication and time-management skills, including managing multiple projects, priorities and meeting deadlines
