Job description

Reporting to the Vice President and Chief Financial Officer (VPCFO), the Associate Vice President of University Budget and Planning has the responsibility for the university wide budget, formulating tuition and salary policies, setting the overall budget strategy for the University, financial planning and analysis, and establishing budget and financial policies.

Department-Specific Responsibilities

  • Coordinates the University's Annual $4.2B Budget and Planning process. Works directly with the President and VPCFO in establishing budget parameters, formulating tuition and salary policies, and setting the overall financial budgeting strategy for the University and presenting to the Board of Trustees for approval.
  • Establishes and monitors adherence to appropriate policies, procedures, and systems to ensure an appropriate internal control environment for the university budget.
  • Maintains the integrity of the University Budget and internal controls to assure compliance with directives from the Indiana Higher Education Commission, Governor, Board of Trustees, VPCFO and President.
  • Develops and maintains strong collegial contacts throughout the university and IU Foundation. Understands how various stakeholders throughout the university value and use services provided by the University Budget Office in support of constructing their annual budgets.
  • Oversees a team that provides financial analysis and develops recommendations on various financial issues for senior leadership, the President and the Board of Trustees.
  • Assists University leaders in managing their operations by providing thorough analysis and consultation for key financial decisions.
  • Oversees the preparation of the 5 Year Budget Forecast, as well as the year-end reports on the University's operating performance as compared to the budget plan for the year. These reports are prepared by working with the central budget offices at the various University Campuses.
  • Supports best practices in technology and data governance, including digital finance technology systems and enhancements, business analytics, data architecture, data security and storage, and data visualization. Promotes an environment of staying current on technologies and best practices.

EDUCATION

Required

  • Master's degree in business, finance, or accounting

WORK EXPERIENCE

Required

  • 10 years of budget, planning or fiscal management experience.
  • Proven experience as an organizational and financial leader.

LICENSES AND CERTIFICATE

Preferred

  • Certified Public Accountant (CPA)

  • Maintains an understanding of all facets of academic enterprises, including an understanding of how financial decisions impact the academic environment and vice versa, is desirable
  • Superb management skills and business acumen
  • Adept at facilitating connections and building partnerships and collaborations

  • Comfortable building relationships of trust with the many communities that comprise the University and be astute at navigating both the internal and external political landscape
  • Possesses the ability to recruit and mentor future leadership, including creating upward mobility for promising employees

Working Conditions / Demands

This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.
