Responsibilities

  • Provide leadership for the implementation, support and optimization of the Clinical Engineering resources across the Penn Medicine enterprise.
  • Directly manages the Clinical Engineering Directors and Sr. Managers responsible for the Clinical Engineering Enterprise.
  • Collaborate with senior leadership to ensure goals receive the proper DTS support.

Summary

The Associate Vice President, Clinical Engineering is responsible for developing and leading a strategically oriented enterprise wide Clinical Engineering organization supporting the University of Pennsylvania Health System. The role reports to the Vice President - Entity Services for Data Technology and Solutions (DTS). The individual will work with representatives of DTS and third-party partners to coordinate the delivery of standardized Clinical Engineering solutions and services to the Penn Medicine enterprise. Further, the individual will manage all aspects of medical equipment service delivery for Penn Medicine. The current clinical engineering asset inventory is valued at just under one billion dollars across Penn Medicine. The AVP will oversee and direct a management team responsible for the delivery of biomedical and special equipment services to all Penn Medicine entities (e.g. hospitals, ambulatory facilities and the offsite sterilization center). Currently, this team is comprised of over 100 leaders and biomedical engineers. The AVP will collaborate with the leaders and team members, including the Asset Managers within the Clinical Engineering Department. The AVP ensures all service delivery program elements for Penn Medicine are designed and implemented to comply with Joint Commission and other regulatory agency requirements, guidelines, and standards. Oversee and provide strategic direction for medical equipment planning for replacement and new medical equipment. Oversee medical equipment cybersecurity program in collaboration with Information Security Office, to reduce Penn Medicine's risk related to medical equipment. The AVP will develop annual goals and objectives related to supporting the growth and development of the Clinical Engineering dept in response to present and future needs. In collaboration with Finance, develop and manage annual Clinical Engineering capital and operating budgets for all Penn Medicine entities.

Responsibilities

Responsible for providing leadership for the implementation, support and optimization of the UPHS Clinical Engineering resources across the Penn Medicine enterprise Directly manages the Clinical Engineering Directors and Sr. Managers responsible for the Clinical Engineering Enterprise as well as manager level personnel that are focused on achieving objectives of the assigned organizational area(s) Works through complicated and often political project delivery situations while demonstrating successful outcomes and quick resolutions to problems. Interacts closely with senior leadership and key project stakeholders with exceptional interpersonal, verbal and written communication skills Works closely with entity and health system senior leadership to ensure both the entity and health system goals / objectives receive the proper DTS support Leads and monitors activities within these areas to ensure effective and efficient operations Coordinates with the Vice President - DTS Corporate Information Services in annual Clinical Engineering planning With the Clinical Engineering Mgmt team develop and implement consistent policies and procedures that guide and support the delivery of Penn Medicine CE services Provide exceptional problem solving and project management oversight to determine plan to insource viable service contracts Work in conjunction with Penn Medicine Supply Chain to optimize annual capital purchasing power by identifying opportunities to consolidate purchases that span entities and negotiate Penn Medicine system-wide vendor service agreements where appropriate Provide oversight of the investigation and reporting of medical device related incidents at Penn Medicine in addition to the medical device hazard and recall notification program at Penn Medicine comply with the Joint Commission medical equipment management standards Provide oversight for the medical equipment cybersecurity program including asset management, measuring and reducing risk, patch management, vulnerability management and incident response Performs duties in accordance with Penn Medicine and entity values, policies, and procedures. Other duties as assigned to support the unit, department, entity, and health system organization.

Education and Experience

Bachelor's Degree is required. Education Specialization: Business, Healthcare or IT related discipline. 15 years of progressive experience in a complex healthcare provider or healthcare research environment is required. 15 years of demonstrated management experience (IT or Clinical) is required. And 5 years enterprise IT experience is required. Master's Degree is preferred.
