Job description

TO BE CONSIDERED FOR THIS POSITION, CANDIDATES MUST BE SERVING PERMANENTLY IN THE TITLE OF ASSOCIATE STAFF ANALYST, BE REACHABLE ON THE ASSOCIATE STAFF ANALYST CIVIL SERVICE LIST, OR ELIGIBLE UNDER THE 55A PROGRAM.

About the Office

DOT's Office of Cityscape & Franchises manages private use of the public right-of-way, including revenue-generating programs such as the Coordinated Street Furniture Franchise, Franchises, Concessions, and Consents, Bike Share and Shared Mobility, and Open Restaurants. The Office generates approximately $130 million annually. We are seeking an accountant to handle financial tasks within this unit.

Key Responsibilities
  1. Assist the Finance Manager in analyzing and assessing the financial status of Bike Share, Street Furniture, Franchises, Concessions, Revocable Consents, and the Division of Legal Affairs.
  2. Audit agreements for compliance with contractual obligations.
  3. Monitor financial payments from JCDecaux exceeding $60 million annually.
  4. Review certified financial statements and evaluate company profitability.
  5. Contribute to the preparation of PEG proposals during the City's budget process and submit quarterly updates.
  6. Provide financial reports and support to the Finance Manager and Associate Deputy Commissioner as needed.
  7. Prepare monthly bank reconciliations with the City's Comptroller's Office.
  8. Understand operations related to public subsidies and related calculations.
Minimum Qualifications

Candidates must meet one of the following educational and experience criteria:

  1. Master's degree in relevant fields plus one year of professional experience, or
  2. Baccalaureate degree plus three years of experience, or
  3. Associate degree or 60 semester credits plus five years of experience, or
  4. High school diploma plus seven years of experience, or
  5. Equivalent combination of education and experience, with at least one year of relevant experience and a high school diploma.
Preferred Skills
  • Strong financial management, analysis, audit, and problem-solving skills.
  • Proficiency with Word, Access, Excel, FMS3.
  • Familiarity with the City's budgeting process is a plus.
  • Ability to interpret certified financial statements.
  • Excellent communication and interpersonal skills.
