Washington Suburban Sanitary Commission (WSSC Water) is seeking an entry-level Associate Project Manager – Facility Design & Construction in Laurel, MD. You will support planning, design and construction of water and wastewater facilities under senior PM supervision.

The role emphasizes cross-functional teamwork, adherence to policy, and coordination with consultants. Telework options are available per policy, with standard M-F hours.

General Summary

The Associate Project Manager – Facility Design & Construction is an entry level position under the general direction of a senior project manager responsible for leading teams managing the planning, design and construction of physical capital assets (water/wastewater plants, pumping stations, storage and transmission facilities, and rehabilitation projects). Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects.

Essential Functions

• Leads a team managing planning, design or construction projects such as treatment plants, pumping stations, transmission projects, or other facilities.
• Manages projects intending to deliver organizational, program, or corporate benefits and improvements
• Assists a senior project manager in a particular phase of a larger project
• Consults and works with team members from other internal organizations in the administration of consultant, architect/engineer (A/E) and construction contracts and their associated procurement mechanisms
• Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
• Reviews and approves monthly and final payments for A/E’s, contractors and vendors Participates on project teams of others, including management review, reengineering and policy groups Gathers data and prepares diagnostic and prescriptive reports on team, division or institutional issues
• Reviews, negotiates and finalizes contracts and change orders
• Prepares or monitors project schedules using PERT , CPM , bar chart, or other methods
• Develops and implements project management strategic plans and resultant monitoring mechanisms
• Drives a vehicle to conduct WSSC Water business

Other Functions

• Serves as acting project manager, or substitutes for other associate project managers, in their absence
• Performs other related duties as required

Work Environment And Physical Demands

• Ability to climb ladders, and work in confined spaces and elevated locations
• Ability to lift minimum of 50 pounds, and to utilize appropriate safety equipment and procedures effectively
• Ability to hear audible alarms and abnormal equipment noises
• Ability to visually inspect equipment and processes any time of day or night
• Good physical condition, particularly absence of respiratory and back problems

Required Knowledge, Skills, And Abilities

• Knowledge of the principles and practices of civil engineering and environmental engineering, design project management, construction project management, and contract administration
• Ability to organize and lead cross functional project teams
• Ability to maintain project team focus and effective structure including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements
• Must possess the knowledge and skills required to effectively access and involve other agencies, internal staff, the general public and special interest communities
• Good verbal and written communications skills

Minimum Education, Experience Requirements

• Bachelor’s degree in Civil, Sanitary, Environmental Engineering or related engineering discipline

Additional Requirements

• Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
• Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences

Possession of an Engineer-in-Training ( EIT ) designation

Salary $99,861 - $170,034
