Job description

ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE CIVIL SERVICE LIST OF ASSOCIATE LABORATORY MICROBIOLOGIST EXAM NO. 4016 ARE ELIGIBLE TO APPLY.

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. Our mission is to protect and improve the health of all New Yorkers, in service of a vision of a city in which all New Yorkers can realize their full health potential, regardless of who they are, how old they are, where they are from, or where they live.

As a world-renowned public health agency with a history of building transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge, and responding to urgent public health crises—from New York City’s yellow fever outbreak in 1822 to the COVID-19 pandemic—we are a hub for public health innovation, expertise, and programs. We serve as the population health strategist, policy, and planning authority for the City of New York, with a significant impact on national and international public policy, including programs focused on food and nutrition, anti-tobacco efforts, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work.

Our Agency’s five strategic priorities, developed from a recent strategic planning process post-COVID-19, are:

  1. To re-envision how the Health Department prepares for and responds to health emergencies, focusing on building a “response-ready” organization with faster decision-making, transparent public communications, and stronger surveillance and healthcare system links.
  2. Address and prevent chronic and diet-related diseases, including rising childhood obesity and diabetes, and transforming our food systems to improve nutrition and access to healthy foods.
  3. Address the mental health pandemic, including reducing overdose deaths, strengthening youth mental health systems, and supporting individuals with serious mental illness.
  4. Reduce black maternal mortality and make NYC a model city for women’s health.
  5. Mobilize against and combat the health impacts of climate change.

Our diverse team of over 7,000 members is committed to equity as a core value, recognizing and dismantling racism’s impacts on health. In 2021, the NYC Board of Health declared racism a public health crisis. We are dedicated to anti-racist practices, working with communities and organizations to increase access to health services and reduce avoidable health disparities.

Program and Job Description:

The NYC Department of Health and Mental Hygiene (DOHMH) serves over 8.4 million residents from diverse backgrounds. The NYC Public Health Laboratory (PHL), one of the largest local public health labs in the U.S., offers a dynamic environment where employees contribute to NYC’s health and safety through clinical and environmental testing. With over a century of leadership, a team of 200+ staff is committed to safeguarding public health by providing quality testing services to prevent and respond to health threats, including COVID-19, vaccine-preventable diseases, HIV, Legionella, and outbreaks related to respiratory, foodborne, and waterborne diseases.

The PHL seeks qualified candidates for the position of Associate Laboratory Microbiologist III, who will play a key role in laboratory testing and responding to public health threats. This is an excellent opportunity to join a multidisciplinary team and collaborate with local, state, federal, and academic partners.

Duties will include but are not limited to:

  1. Direct and coordinate daily laboratory and administrative operations, train staff, and provide supervisory responsibilities during routine testing and outbreak events.
  2. Plan, schedule, organize, and direct laboratory activities to ensure optimal testing services according to PHL standards.
  3. Analyze testing data, verify, and release test results and reports.
  4. Assist in developing and updating technical and non-technical procedures, policies, and protocols.
  5. Initiate and oversee studies of new materials or methods to improve diagnostics.
  6. Manage inventory, supplies, and procurement for routine and surge testing events.
  7. Participate in cross-training programs to support routine and outbreak responses.
  8. Collaborate with leadership on quality improvement initiatives and ensure compliance with regulatory and safety standards.
  9. Oversee laboratory budgets in collaboration with the Associate Director.
  10. Serve as a technical lead for troubleshooting methods and instrumentation issues.
  11. Perform other duties as required.

Minimum Qualifications:

  1. A baccalaureate degree in medical technology or a related science with one year of laboratory experience at the technologist level; or
  2. Ninety college credits including or supplemented by specific coursework in chemistry, biology, and mathematics, with one year of relevant laboratory experience.

Preferred Skills:

  • Experience in a clinical or environmental diagnostic laboratory.
  • Possess or be eligible for a New York State Clinical Laboratory Technologist License.
  • Experience supervising in an environmental or clinical laboratory setting.

Residency Requirement:

NYC residency is generally required within 90 days of appointment, with some exceptions for employees with certain city employment histories. Discuss residency eligibility with the agency representative at interview.

Additional Information:

The City of New York is an inclusive employer committed to diversity and equal opportunity, welcoming applicants regardless of sex, race, ethnicity, age, religion, disability, sexual orientation, veteran status, gender identity, or pregnancy.
