Administrator I


RESPONSIBILITIES & DUTIES:

Provides both strategic leadership and direct program implementation, particularly in early stages of program development.


Program Leadership and Strategic Planning


  • Provide overall leadership for Project Rebound, including development of program goals, priorities, and strategic direction.

  • Establish program infrastructure, systems, and processes necessary for long-term sustainability, including development of workflows, service models, and staffing plans.

  • Design, implement, and evaluate programs and services that support student success, retention, and post-graduation outcomes.

  • Identify program needs and develop innovative strategies to enhance service delivery and expand program impact.

  • Ensure alignment with CSU systemwide initiatives, legislative priorities, and institutional goals.

  • Lead program assessment efforts and utilize data to inform decision-making and continuous improvement.


Personnel Management and Supervision


  • Provide direct supervision to professional staff (e.g., SSP III Coordinator), student assistants, and peer mentors.

  • Recruit, hire, train, and evaluate staff; establish work priorities and performance expectations.

  • Foster a collaborative, inclusive, and student-centered team environment.

  • Provide coaching and professional development opportunities for staff.


Program Administration and Operations


  • Oversee day-to-day program operations, including service delivery, student intake processes, and internal systems.

  • Directly implement program services, including student intake, case management, and service coordination, particularly during early stages of program development.

  • Develop and transition operational processes to support future staff roles as the program grows.

  • Develop and implement policies and procedures to ensure effective program functioning.

  • Manage program budget, including allocation of funds, tracking expenditures, and ensuring fiscal compliance.

  • Prepare reports for institutional leadership, grants, and CSU systemwide initiatives.


Outreach, Partnerships, and External Relations


  • Develop and sustain partnerships with correctional education programs, reentry organizations, community colleges, and community-based organizations.

  • Personally conduct outreach, recruitment, and partnership-building activities to establish program presence and pipelines.

  • Represent CSUCI and Project Rebound in community meetings, statewide initiatives, and professional networks.

  • Lead outreach and recruitment strategies to expand access for justice-impacted students.

  • Cultivate relationships that support student pipelines and wraparound services.


Campus Collaboration and Advocacy


  • Collaborate with campus departments to ensure coordinated support services for students.

  • Advocate for the needs of justice-impacted students within the university.

  • Serve on campus committees and contribute to institutional efforts related to equity, access, and student success.

  • Perform other duties as assigned in support of the mission, goals, and operations of Project Rebound and the Division of Student Affairs & Enrollment Management.


REQUIRED QUALIFICATIONS:

Education:

Master's Degree in Counseling, Communication, Student Personnel, Higher Education, Social Work, Social Justice, Criminal Justice, or related field required.


Experience:


  • Minimum of three to five years of progressively responsible professional experience in student services, higher education, or a related field.

  • Experience in in prison/jail reentry work (personal experienced valued).

  • Experience in program development, administration, and assessment.

  • Experience supervising staff and/or leading teams.


Knowledge, Skills, & Abilities:


  • Demonstrated ability to lead and manage programs that support student success and retention.

  • Ability to develop and implement strategic initiatives and assess program effectiveness.

  • Strong leadership, supervision, and team development skills.

  • Ability to analyze complex issues and make sound administrative decisions.

  • Ability to manage budgets and advocate for student support.

  • Ability to establish and maintain collaborative partnerships across campus and with external stakeholders.

  • Excellent interpersonal, communication, and organizational skills.


PREFERRED QUALIFICATIONS:


  • Experience working with formerly incarcerated or justice-impacted populations.

  • Knowledge of the criminal justice system and reentry challenges.

  • Experience in higher education equity or access programs.

  • Experience with grant writing, fundraising, or resource development.

  • Demonstrated commitment to diversity, equity, and inclusion.

  • A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 Revised July 21, 2017 as a condition of employment.


This position may be "Designated" under California State University's Conflict of Interest Code. This would require the filing of a Statement of Economic Interest on an annual basis and the completion of training within 6 months of assuming office and every 2 years thereafter.
