The Associate Director of Planning and Analysis provides leadership for data analytics, project management, grant development and administration, research, quality assurance, and strategic initiatives for the Department of Corrections. The position works closely with Department leaders and staff to support planning, decision-making, and continuous improvement across the Department.
The Associate Director leads major projects involving multiple areas of the Department, including developing project plans, establishing timelines and goals, coordinating staff and resources, monitoring progress, and resolving challenges. The position identifies grant opportunities, leads the development of grant applications, and oversees awarded grants to ensure requirements and project goals are met.
The Associate Director oversees Department performance measures, data analysis, reporting, research, and quality assurance activities related to programming and services. The position supports the development and monitoring of quality standards, evaluates program implementation and effectiveness, and uses performance data and research findings to identify trends and opportunities for improvement. The Associate Director also serves as the business owner for the Department's Offender Management System (OMS), working with Information Technology, vendors, and Department staff to maintain data quality and ensure the system supports operational and reporting needs.
The Ideal Candidate Will Have:
A bachelor's degree in public administration, criminal justice, business administration, project management, or a related field, along with at least three years of supervisory experience. The ideal candidate will also have experience leading projects or initiatives involving multiple teams or areas of an organization; using data to identify trends, measure performance, and support decision-making; developing or managing federal, state, or private grants; and writing grant applications, reports, or other technical documents.
Experience in corrections, criminal justice, government, public administration, or a related field is also preferred.

This position will be based in Pierre, Sioux Falls or Rapid City, South Dakota.
