The Associate Director for Management Resources is primarily responsible for leading and overseeing NIST’s administrative and operational support programs, such as directing, managing, and providing policy guidance and oversight for all administrative and operational support activities assigned to NIST, ensuring that organizational and mission goals, objectives, and priorities are reflected in all aspects of executing these responsibilities.

As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience indicative of senior executive–level managerial capability and directly related to the experience outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs).

PTQ 1 – Demonstrated experience and broad knowledge with administrative and operational support programs, including but not limited to human resources, budget and finance, facilities management, contracts and grants management, occupational health and safety, and/or information systems.
PTQ 2 – Demonstrated experience leading and managing a large and complex organization focused on delivering management and operational support services with specific experience in conceiving, planning, implementing and providing leadership for programs that involve improving the effectiveness and efficiency of administrative and operational support policy, procedures, and practices.
In addition to the PTQ requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
NOTE: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) or have SES reinstatement eligibility, you do not need to respond to the ECQs.
