Position Summary:

The Associate Director of Community Placements Life provides direct leadership to programs and activities, including but not limited to Community Homes – Philadelphia and Montgomery County; and Supervised Independent Living (SIL). Responsible for the strategic leadership and operational management and oversight of these program. Additionally, this position will work collectively with the Community placement program leadership.

Job Description:

  • Provide direct supervision to both SIL and Community Homes Staff, which includes case managers, housing parents and youth care workers.
  • Work collaboratively with the Pennsylvania and Philadelphia Departments of Human Services, and other program funders to ensure CVCA/ Turning Points compliance and strict fidelity to the models and contract.
  • Provide program management, supervision, reporting, financial oversight and budgeting, and direct services as required.
  • Maintain coherence and consistency with CVCA/Turning Points vision, mission, and goals.
  • Promote performance improvement activities for programs as well as agency-wide, including PI reports, record reviews, and program enhancements.
  • Participate in Turning Point’s Senior Leadership Group and strategic planning process.
  • Uphold the highest ethical standards in organizational operations and individual professional conduct.
  • Pursue and develop new program and funding.

Major Job Functions

Supervision:

  • Supervise SIL and Community Homes staff by holding regular individual and group supervisory sessions and creating an open-door policy to encourage mutual feedback, support, and development.
  • Identify ongoing training and development opportunities for staff; communicate options and encourage staff to participate in areas that will enhance their skills and performance; ensure that all staff attend required agency and DHS trainings.
  • Monitor referrals and census for all programs.
  • Complete 90-day and annual staff performance evaluations providing feedback and including discussions about development and establishment of annual goals.
  • Involve staff in program evaluation, service-related discussions, problem solving, staff development, training, and team building.
  • Fill in as program manager and provide other support in the various programs, as needed.

Program Development and Implementation:

  • Represents OYD Director and Turning Points in various meetings for programs.
  • Evaluate programs, including regular review of policies and procedures, goals and objectives, record keeping, etc.to ensure alignment with program mission and direction and funder requirements.
  • Develop and maintain collaborative relationships with partner entities and associated staff members.
  • Assist with research, design, and implementation of program components, including establishment of outcome measures and collection of feedback from program participants, staff, and others
  • Collaborate with the Advancement Office on new and current grant opportunities and ongoing reports to funders.
  • Responsible for production and monitoring of program budgets.
  • Assist with recruitment, screening, interviewing, and recommending appropriate candidates for hiring.
  • Guide the development of program goals and measurable outcomes on an annual basis in collaboration with team members.
  • Ensure data collection methods are being completed for each program.
  • Report on data results as needed.
  • Collect program statistics for ongoing performance improvement purposes as well as data entry for billing to outside funders; analyze data and complete annual program evaluation report.

Leadership Team Responsibilities:

  • Serve in OYD leadership capacity by participating in Senior Leadership groups.
  • Responsibilities including weekly meetings, strategic planning, budget creation, program coordination, and new business development.
  • Assist in presenting recommendations to the Board and subcommittees.
  • Network in various professional, governmental and advocacy circles to increase the visibility of the agency, its mission, and strategic direction.

Technical Skills and Knowledge:

  • Experience and expertise in supervision.
  • Understanding of child, adolescent, adult, and family functioning.
  • Expertise in assessing needs, risk, and safety.
  • Skill in identifying and impacting environmental factors that impact youth and families.
  • Ability to engage, empower, and build relationships with youth and families.
  • Communicate in a respectful and effective way with youth and families from a wide range of backgrounds, cultures, and perspectives.
  • Provide services in an inclusive and culturally competent manner.
  • Intervene crisis situations and model de-escalation techniques.
  • Collaboration with public services and community resources to benefit youth and families.
  • General computer knowledge with excellent writing skills.
