Job summary

Volunteers of America Mid-States is seeking an Associate Director of Veteran Services to oversee regional VOA Honor programs in support of veterans and families. This role coordinates outreach, enrollment, reporting, and compliance with accreditation standards.

The position requires advanced degrees and substantial experience in human services, grants, budgeting, and program development. Travel up to 80% of the time is expected to support regional operations and funder engagements.

Qualifications

• Master’s degree in human services or related field with 5+ years of experience.
• Bachelor’s degree with 10+ years of related work experience, or 13 years in the field with no degree.
• Two additional years’ experience managing projects or teams.
• Experience addressing veteran homelessness and program development and budget oversight.

Responsibilities

• Supervise VOA Honor programs and staff training across regions.
• Lead outreach to identify target populations for grant-funded work.
• Oversee enrollment, reporting and compliance with accreditation standards (PQI).
• Develop strategic plans and policy manuals for program growth and alignment with funders.
• Manage program budgets and ensure funder reporting meets requirements.
• Build relationships with funding and regulatory agencies to support program outcomes.

JOB SUMMARY AND QUALIFICATIONS

Under direction, coordinates and supervises regional and outreach operations for VOA Honor programs in Eastern Kentucky, West Virginia, and Tennessee.

WHAT YOU SHOULD HAVE FOR THIS ROLE

Master’s Degree in human services or a related field with a minimum of five (5) years of experience; a person with a related Bachelor’s degree and 10 or more years of related work experience; a person with 13 years of experience in the field with no degree; and a veteran with 11 years of experience will qualify for the position. This position also requires an additional two years’ experience managing projects and/or teams. Knowledge of problems associated with veterans/veteran families who are homeless or at risk of homelessness required. The position requires a demonstrated ability to direct multiple, complex and diverse programs. It requires proven ability in program development and implementation, policy development, program integration, management team building and budgetary planning and oversight. Other Requirements: The position requires strong business acumen and a reasonable combination of the following skills and abilities: fundraising, grant-writing, budget development and management, property management, advocacy, resource development, public relations and training.

RESPONSIBILITIES

• Strong knowledge about VOA Honor programs and the ability to supervise and train staff in both programs.
• Supervises and trains appropriate staff in proven outreach practices in the various communities to identify target population of the grant.
• Supervises and trains appropriate staff in assessing, referring, and enrolling target population.
• Supervise and trains appropriate staff in creating and processing all internal / external reports and compliance with Council on Accreditation standards and PQI.
• Assists in creating and processing Strategic Plans.
• Assists in in creating, processing, and updating Policy and Program Manuals.
• Assists in developing and maintaining program budgets.
• Ensures program compliance and satisfaction with funder requirements.
• Assist in developing and maintaining positive relationships with funding and regulatory agencies by ensuring timely reporting of programs, good to excellent review funder results, seizing opportunities to develop personal professional relationships, etc.
• Assist in developing new programs in the Regional area.
• Performance quality improvement (PQI) duties as assigned by supervision & PQI committee.
• Must be able to handle personnel issues appropriately and according to VOA policies as they arise.
• Must provide appropriate and regular supervision to direct reports.
• Must perform external relations activities as needed.
• Advocate for the Veteran, integrating cultural values into their service needs.
• Identify systemic barriers and communicates with organizational leadership about these barriers to work collaboratively to find viable solutions.
• Maintain high level of integrity for program.
• Must be able to perform daily administrative duties as required.
• Must be willing to travel 80% of the time. Position may require extensive travel to assure effective operation of programs throughout the assigned regional area. This includes multi- day trips to support programs and/or attend funder conferences and trainings.
• Must participate in VOA meetings as needed either in person or through the use of technology.
• Participate in community/state committees on behalf of target population and Volunteers of America.
• Conduct case record reviews.
