Job summary

Starting Salary Range: $60,008.00 - $63,003.20 annually

A critical strategy to reduce emissions in Colorado is electrifying the transportation sector - cars, trucks, buses, and bicycles. Colorado has one of the highest market shares for electric vehicles (“EVs”) in the country, but we have a long way to go to reach our goal of 940,000 EVs on the road by 2030. To achieve this aggressive goal, we provide direct funding for installation of charging stations across Colorado, so drivers can get anywhere in the state in an EV. We also support incentives to purchase an EV or electric bicycle (“e-bike”), we advocate for improved electricity rates that make it cheaper to own an EV, and we provide education and technical support to consumers and fleets on the environmental and financial benefits of EVs.

Thanks to federal and state legislation, Colorado has received a significant amount of funding to accelerate transportation electrification. This presents a unique opportunity for the successful candidate to use this funding to make real and measurable change. This position will be part of the E-Mobility Team, a subset of the Transportation team, which is leading development, implementation, and management of electric transportation programs.

The position will be responsible for managing and analyzing the flow of information and data as it relates to the Colorado e-bike tax credit. This position will focus on data entry and data analysis of the e-bike tax credit data with the assistance of AI tools. Initially, the position will utilize Google Gemini tools for data entry and extraction, scaling to other AI enterprise document processing tools within the first year. This position will have the opportunity to help build out a custom AI supported solution to improve efficiency and accuracy of data entry and analysis as well as supporting other work tied to the e-bike tax credit such as auditing and compliance.

This is a term limited position anticipated to finish in 2033.

1. Data Entry and Validation (60%)
  • Review, verify, and correct data extracted by AI tools from handwritten affidavit PDFs and spreadsheets into databases.
  • Conduct day-to-day quality checks to resolve extraction errors, unreadable text, and low-confidence data scores.
  • Develop and run routine data audit processes to periodically sample and review processed affidavits for ongoing accuracy and completeness.
  • Collaborate with the Office of Information Technology (OIT) to test, refine, and optimize natural language prompts and data extraction within Intelligent Document Processing (IDP) software.
  • Identify recurring extraction errors and provide feedback to OIT for tool improvements.
2. Data Reporting and Analysis (15%)
  • Generate regular data summaries tracking volume and system processing speeds and error rates.
  • Pull structured data reports from AI-supported dashboard tools to support program metrics and evaluation.
  • Regularly evaluate e-bike tax credit program, including affidavit and data collection, to identify opportunities for improvement and assist in implementation as needed.
  • Regularly review quantitative and qualitative data to evaluate program outcomes and use them to identify opportunities for improvement and assist in implementation as needed.
3. Program Compliance (15%)
  • Cross-check submitted affidavit details to ensure e-bike retailer and consumer compliance with program rules.
  • Flag duplicate submissions, suspicious data patterns, or non-compliant affidavits for team review.
  • Perform routine compliance reviews across processed records to maintain high data accuracy and program integrity.
4. General Responsibilities (10%)
  • Work with the Office of Information Technology (OIT) and others on software and services procurement and/or related invoicing.
  • Maintain up-to-date standard operating procedures (SOPs) and documentation for all data handling, software use and validation tasks.
  • Perform other administrative support, meeting participation and duties as needed to support the E-Mobility team within CEO’s Transportation department.
  • Employees currently are expected to work in office two full days per week, typically on the assigned team days, or as directed by their supervisor.
  • Other duties as assigned.
Required Qualifications:
  • Minimum of one (1) year of professional experience.
  • Strong time management and organizational skills in addition to the ability to manage a number of competing priorities.
  • High level of initiative and the ability to work both independently and in a team environment.
  • Strong competency in spreadsheets and database and querying.
Preferred Qualifications:
  • High attention to detail while managing large data sets, auditing and performing repetitive data entry tasks.
  • Knowledge and experience working with Large Language Models (LLMs), Intelligent Document Processing (IDP), Optical Character Recognition (OCR) or other AI document capture tools, including Gemini, Notebook LM, and/or Hyland/OnBase.
  • Experience using AI-driven data dashboards to pull data reports and metrics.
  • Knowledge and experience with AI prompt engineering or prompt optimization–specifically tailoring AI tools to extract structured data.
  • Knowledge and experience with electric and zero emission vehicles, e-bikes, charging/fueling infrastructure programming, and/or mobility.
  • Knowledge and experience related to digital accessibility requirements.
  • Strong computer skills, including Microsoft Office and Google Workspace.
